Licensing Program Analyst (LPA) Samantha Yip conducted an unannounced annual random inspection. LPA met with Site Director Mitsy Navarro and explained the reason for the inspection. Present during the inspection were 9 infants and 3 staff. The staff child ratio was observed to be in compliance during today's inspection.

LPA toured in the inside and outside of the facility with Site Director. Disinfectants, cleaning solutions, and all other items that are dangerous to children were observed to be securely stored and inaccessible to children. LPA observed there was sufficient amount of age-appropriate toys and equipment for children in care. LPA did not observe any baby walkers or bouncers at the facility during today's inspection. Furniture and equipment, such as cribs, napping cots, changing tables, and chairs, were in good conditions. The floors were clean and free of tripping hazard. Changing tables was observed to be within arms reach of a sink. There are gloves for staff to use during diaper changes. Storage containers for waste have tight fitted lids. Director stated that there are no weapons stored on the premise. LPA observed there a fully charged fire extinguisher, functioning smoke detector, and carbon monoxide detector. The last fire/disaster drill was conducted on 06/2019.

The outdoor activity area is fenced. There is sufficient amount of toys and equipment for children to use. Shaded rest areas are provided through trees and building overhang. LPA did not observe any bodies of water.

Facility does provide meals and snacks for children in care. Kitchen used to prepare snack was observed to be clean and sanitary. Menu was observed to be posted. Drinking water is provided through individual water bottles.

4 infant files were reviewed during today's inspection. The records reviewed included but not limited to the Needs and Service Plan, physician's report, and parent's rights. LPA reminded Director that Needs and Service Plan need to be updated quarterly.

2 staff files were reviewed during today's inspection. The records reviewed included but not limited to the Mandated Reporter Training and education credit.

Staff present during the inspection have cleared criminal record and child abuse index clearance. LPA also reminded Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12 month period.

Director stated that she currently does not have any children in care who requires Incidental Medical Services (IMS) services. IMS policy was discussed. For IMS information, see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA discussed and provided information to Director about safe sleep. Director is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Title 22 Regulations, Online Licensing Forms, Adoption of new Laws, etc.

No deficiencies were cited as a result of today's inspection. An exit interview was conducted, where this report was discussed and provided to Site Director Mitsy Navarro. A NOTICE OF SITE VISIT WAS ISSUE AND MUST BE POSTED FOR 30 CONSECUTIVE DAYS.
