Licensing Program Analyst (LPA), Marilou Monico, met with Assistant Director, Karen Villalba, for an unannounced annual random inspection. Licensed rooms: 12 and 14 in the toddler option program, 13, 15, 16, 26, 27, 31, and 35 in the preschool program. LPA observed all the required posted materials: license, Emergency Disaster Plan, Earthquake Preparedness Checklist, menus, activity schedule, Child/Passenger Safety Law, Notification of Parents' Rights, and Personal Rights. The preschool program's days and hours of operation are Monday to Friday from 7:15 AM to 5:30 PM.

LPA inspected the building both indoor and outdoor. LPA observed that the facility was operating in compliance with teacher to children ratio requirement. LPA observed that the children were engaged in activities indoor and the other children were in the playground under the supervision of the teachers. LPA observed trash cans with tight fitting covers for the disposal of solid waste. Drinking water indoor is via pitchers and cups. Disinfectants, sharps objects, and other similar items were stored inaccessible to children. There were functioning carbon and smoke detectors at the facility. LPA reviewed 10 random children's files and six staff files. At least one staff member present during the inspection has current Pediatric CPR/First Aid certifications. Assistant Director has current CPR/First Aid certification. Per Assistant Director, there were no weapons on the premises. LPA reviewed children's roster. LPA obtained copy of children's roster. Restrooms for children to use were observed to be clean and in operating conditions. Staff bathrooms are sanitary and operable.

Outdoor activity areas are enclosed by fencing. Shade is provided by trees, canopies, and building overhang. The areas around climbing equipment have resilient material to absorb falls. Drinking water was readily available to children outdoor via pitchers and cups. Children's breakfast, lunch, morning and afternoon snacks are catered to the center from Chefables. LPA observed that food storage areas were clean, free of litter, and rodents.

LPA discussed Senate Bill 792, Assembly Bill (AB) 1207 (Mandated Child Abuse Reporter Training) which is required training that began on January 1, 2018 and requires renewal every two years. AB 633 was discussed with Assistant Director. Mandated Reported Training can be accessed at www.mandatedreporterca.com.

LPA reviewed with Assistant Director the violations that would result in an immediate assessment of civil penalty in the amount of $500. Applicant Representative and Site Director are encouraged to visit the Department’s website at www.cdss.ca.gov [Shortcut: www.ccld.ca.gov] to access resources for Providers, Regulations, Adoptions of new laws, pay annual fees etc.

Beginning January 1, 2019 AB2370 requires licensed homes and centers to share information on the risks and effects of lead exposure with enrolling and re-enrolling families. LPA reviewed and provided a copy of the “Lead Poisoning Facts Information Flyer." Provider Notice Information (PIN) summary for Child Care Center lead testing of drinking water and back up generator safety requirements were provided.

Fingerprint clearances for individuals at this facility who require caregiver background checks are issued by the State Department of Education and/or the County Office of Education.

This facility provides Incidental Medical Services – IMS. IMS Plan was previously submitted to Licensing. Currently, none of the children attending is using Epipen or Inhaler.

LPA advised Assistant Director to submit a revised IMS Plan to include reporting requirements to Licensing.

As a result of this inspection, there were no deficiencies cited.
