On September 12, 2022 at approximately 11:45am LPA Haderer arrived unannounced for an annual inspection for compliance to Health and Safety. The new CARE tool was used for the inspection. Present for the inspection was site director Danny Singh; 2 teachers 11 children in care. During the inspection, a second wave of children arrived, totaling 31 children present. The school is in ratio today. The center operates from 11:30am through 6:00pm.

The facility operates in a large portable room on the campus of El Carmelo Elementary School. The children use the three playgrounds and a small area to learn gardening. All outside areas are in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade is ample and access to drinking water is available, teachers are always present with the children.



The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. Hazardous items/toxins are kept in the off-limits staff restroom out of the access of children. There are air purifiers (2) on each side of the classrooms; no bodies of water accessible to children in care. The center prepares meals for children and provides snacks, menus were available. Snacks were checked, all items were fresh and not expired. The facility had non-fat milk available in the refrigerator. There are drinking fountains on the sink basins in the classroom and also filtered water (Britta) for children in the classroom.

The sign in/out sheets were completed electronically through Learning Genie, counts were checked and found to be accurate. Classrooms have trash cans with tight fitting cover for the disposal of solid waste. All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seatbelt laws; menus; daily activity schedules.

The facility has 2 fully charged 3A40BC fire extinguishers, one mounted next to each door in the classroom. The last annual inspection was completed on 8/10/2022. The fire alarm system is connected with the elementary school and was last tested on 8/10/2022. There is a carbon monoxide detector present, tested and functioning. Heating and ventilation in the classroom is acceptable. Disaster drills are conducted at least once every six months, the last test was completed in 8/25/2022. There is a child’s restroom in the classroom with a designated “boys” and "Girls” toilets and staff has a separate private restroom. There are enough towels and soap supplies.

Children's records were reviewed: LPA requested the children's facility roster and made a copy for the files. All files selected were complete, up to date and in good order.

Staff files were reviewed and found to be complete and in good order. All staff subjected to criminal review have been cleared and associated to the facility. Opening and closing staff have current CPR and first aid training. Mandated Reporter certificates were all current. LPA reminded site director: CPR/1st Aid and Mandated Reporter training is to be renewed every two years. All staff are compliant with immunization laws pertaining to child care centers.

Site Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
