On 12/10/2021 at 2:15pm, Licensing Program Analyss (LPA) Kelly Phan met with Kimberle Woodall McGaw for an unannounced Required 1-Year Inspection. Present for this inspection are six fingerprint cleared and associated staff members and 46 school aged children in care. Facility operating hours are 2:30pm-6pm Monday, Tuesday, Wednesday, and Friday. On Thursdays, they are open a hour earlier (1:15pm to 6pm) as an after school program on the site of Springer Elementary School. The facility was toured to conduct a health and safety inspection.

At 2:20pm, LPA toured the facility portables (1 portable is used for homework assistance). The portables are tidy and clean with heating and ventilation for safety and comfort. There are safe age-appropriate toys and learning materials available to children throughout the portables. All hazardous materials and toxins including disinfectants and cleaning solutions were observed to be made inaccessible to children during today's inspection. Furniture accessible to children was observed to be age-appropriate, in operable condition, and free of loose, sharp, or pointed parts. The facility has five bathrooms, but 1 bathroom is only for staff. LPA observed adequate amounts of paper towels and hand soap available to children in the bathroom during today's inspection. No cleaning supplies were observed to be accessible to children during today's inspection. There are required notices posted for public review along with an allergy action plan and snack calendar. The child snacks are stored in the fridge and have original packaging/store in tuber ware along expiration dates. Fire and earthquake drill was last conducted on 11/29/21 along with an inspection from the Fire Marshall to check carbon monoxide and smoke detectors; There was a fully charged 3A40BC fire extinguishers and working telephones throughout the facility.

At 2:45pm, LPA toured the outdoor play area. All play equipment was observed to be operable and age-appropriate during this inspection. Areas around swings, slides, and high climbing equipment have cushioning material (wood chips) to absorb falls. There are no pools, hot tubs, ponds, or any other bodies of water during today's visit.

At 3:45pm, LPA reviewed sign in/sign out sheet. LPA observed 46 signatures out of 46 children present in the facility during today's inspection. 11 children's files and 7 staff files were reviewed for proper documentation. Facility roster was reviewed and a copy was obtained. The first aid cabinet was observed to be complete along with any prescribed or non-prescription medications. Medications were in original packaging along with expiration dates and clear instructions in a locked cabinet that only can be opened with a key.

Exit interview conducted. Appeal rights and site visit notice was given to licensee/director to post for 30 days.

Incidental Medical Services (IMS) policy was discussed. This facility provides IMS to children in care. Facility is following IMS plan on file. When any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
