Licensing Program Analyst (LPA) Shannel Reed, conducted an unannounced annual/ random inspection to the Facility today. LPA met with Director, Celena Jhun, and Assistant Director Darlene Soltero (Valles) and explained the nature of today's inspection to her. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Menus, and Activity Schedule. The facility is operating in compliance with the staff to child ratio. LPA observed 1 teacher with 16 napping preschool children in the Two’s Town room, 2 teachers with 23 napping preschool children in the Guppy room, 1 teacher with eight (8) napping preschool children in the Sunshine room and 1 teacher with 12 napping preschool children in the Kid’s Castle room.
LPA reviewed six (6) children's during today's visit. Each child's file reviewed contains the Information and Emergency Information form (LIC 700) and immunization's. The Director stated that facility does handle medications and currently have one child in care who requires Incidental Medical Services. Facility has an approved IMS Plan on file with San Jose Regional Office. LPA reviewed storage of medication and equipment / supplies. LPA reviewed 10 staff files. All staff files reviewed contain the required transcripts/verification of experience, Mandated Reporter Training, and Immunization’s. The Director and at least one teacher has current CPR and First Aid certifications on file. The Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips). The Director understands that children shall be visually supervised at all times.

CONTINUATION OF PREVIOUS PAGE (REPORT DATED 12/06/2019):
LPA observed that all rooms are clean and safe for all children and staff. The Director states that a third party janitorial company cleans the facility Monday through Friday in the evenings. Drinking water is readily available for the children in each room and in the outdoor playground area via water fountains in each classroom and water pitchers with disposable cups. LPA observed solid waste containers with tight-fitting lids in each room. Staff and children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which an isolated child can use if needed. The Director states that there are no weapons or firearms on the premises.
The food preparation and storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. Cleaning supplies are inaccessible to the children and stored in locked cabinets inaccessible to children. LPA observed a 3A40BC Fire extinguisher, Smoke and Carbon Monoxide Detectors, fire pull stations, and sprinkler system. Log shows that the last Fire Drill was conducted on 11/15/19. The Director states that the facility does Fire Drills monthly.
LPA observed all furniture and equipment is in good condition and safe for the children. The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. LPA did not observe any bodies of water.
LPA provided the Community Care Licensing’s website www.ccld.ca.gov, so the Director can obtain updated licensing information, new regulations and access forms. LPA advised the Director of their responsibility to stay current in regard to new regulations. LPA also provided the e-mail address for the advocates in order to be added to the quarterly newsletter mailing list childcareadvocatesprogram@dss.ca.gov. LPA discussed Assembly Bill (AB) 2370 and gave Lead Safety information.

Because the Director had to leave LPA obtained a Facility roster via email and conducted an exit review with the Assistant Director.

No Deficiency was cited during today’s inspection.

A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE FACILITY ENTRANCE, AND MUST REMAIN POSTED FOR 30 DAYS.
