On 10/16/2023 Licensing Program Analyst (LPA) Melanie Otsuji met with Director Brieany Bender, for an Unannounced Required 1-Year Inspection. Also present during today's inspection were 7 staff members and 50 preschoolers. Facility operates out of 3 classrooms (Preschool, PreK, and Discovery) and were toured for a healthy & safety inspection. The facility operates 7:30am – 6:00pm, Monday – Friday. The facility also has an infant component (facility #434400338 max cap: 52)

The facility has ample age-appropriate materials in the classrooms that were observed to be clean and in good condition. All toxins, cleaning products, children’s medication, and hazardous materials were observed to be in inaccessible areas. The children’s bathrooms were observed to be clean, well maintained, free of defects with ample number of sinks and toilets that are in proper working order. The diapering areas were observed to be clean, properly cushioned, and free from any defects. The facility uses child sized mats for sleeping and all children bring their own napping materials. All equipment used for napping was observed to be clean, free from defects and properly stored. There are multiple fully charged fire extinguishers, carbon monoxide detectors, and smoke detectors on site. Facility does not transport children. All food prep areas were observed to be clean and free from defects. The facility provides food for the children. Children also can bring their own food from home. All children bring their own water bottles and have access to clean drinking water on site as well.

There is an outside play yard which is fully fenced, clean, and free from hazards with ample amounts of shade for the children. The play structures are anchored into the ground with ample cushion for safety. LPA did not observe any harmful or unattended bodies of water in or around the facility. LPA toured the facility kitchen. All food stored in the kitchen was properly stored and maintained. The kitchen was observed to be clean and free from defects. All cleaning products were stored separately from food.

The facility is operating within its licensed capacity and is in ratio today. All staff working have obtained a criminal record clearance, exemption, or transfer. The fire/disaster drill log is complete with the last drill logged on 9/1/2023. A physical census of the children was taken and cross referenced with the paper sign-in and out log. All children were properly signed in by their parent or authorized representative. All required postings posted and made visible in the office. LPA obtained a sample of the children’s files, the staff files, and the facility files.

Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in https://www.cdss.ca.gov/Portals/9/CCLD/PINs/2021/CCP/PIN-21-21_1-CCP.pdf.
