On 10/9/2024 at 10:30 am, Licensing Program Analyst (LPA) Manel Estoesta conducted a Required 1 Year Visit. LPA met with the Assistant Director YESENIA ANGULO FELIX and explained the nature of the site visit. The facility operates from Monday to Friday 7 am to 6 pm.

The facility is a combination center. The Infant Component operates in Room 1 and 2. The Preschool Component operates in Room 3, 4, 5, 6 and 7. LPA toured the facility to conduct a Health and Safety Inspection with the Director. Present on this visit for the Infant Component were 8 staff and 32 infants, and for the Preschool Component were 12 staff and 89 preschool children.

Facility’s License, Parents’ Rights Poster, Personal Rights, and Activity Schedules were observed to be posted. The facility is within ratio and in capacity compliance today. Children were engaged in various activities under the visual supervision of the teachers. Infant Bottle Log, Sleep Log were observed in infant rooms.



The classrooms, staff restroom, kitchen, storage room, and office area were inspected. Disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. The floors of all rooms surface were safe and clean, and free from tripping hazard. Tables and chairs provided met the needs of the children. Furniture and equipment are maintained in good condition, free of sharp, lose or pointed parts. All materials and surfaces accessible to children, including toys, are free of toxic substances. All play equipment and materials used by children are age appropriate.

Food and beverages were kept protected against contamination and spoilage. Kitchen and food storage area were clean, free of litter, rubbish, and rodents/vermin. Trash cans for solid waste had tight-fitting covers on and were in good repair. Menus were posted. Snacks are provided AM and PM. Children's lunches and snacks are brought from home and or provided by the facility.

Outdoor activity space is fenced and was inspected. Outdoor activity space is physically separate from space used by infants in the childcare center. The outdoor activity space is equipped with a variety of age-appropriate toys and equipment. The play equipment was maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities.

Facility files were reviewed. Facility has waivers and observes to be posted. Children and Staff sign in logs were reviewed and LPA obtained copies. Facility is using Kindercare Software Application for the facility operations and the KinderCare App allows you to send messages to the Center Director, download pictures, and get a Daily Report.

LPA observed Name to Face Transition Logs and Children Food Allergies List in each classroom. LPA observed Smoke and Carbon Monoxide Detectors, fire pull stations, fire extinguishers and sprinkler system. The facility conducts Fire and Disaster Drills monthly and last drills were conducted on 9/5/24 and 9/24/24 respectively. Facility does not provide transportation for children, but Director understands that children cannot be left alone, unattended in park vehicles.

A sampling of Children's files was taken for review. The records reviewed include Admission Agreement, Identification and Emergency Information, Medical Assessment and Immunization. A sampling of Staff's files was taken for review. There were a handful of Staff with current certification in Pediatric CPR and First Aid present at the facility during inspection. LPA reviewed Staff Immunization records of Measles and Pertussis immunization, Influenza vaccination and TB clearance. LPA reminded Facility Representative that only the Influenza vaccination can be decline with a written declination. LPA obtained copies of an updated LIC 500 and Facility's Children's Roster.

LPA reminded the Assistant Director that beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. The following is a list of approved are found at https://cdss.ca.gov/inforesources/child-care-licensing/resources-for-providers. California Emergency Medical Services Authority (EMSA) approves training programs for child care providers for Pediatric First Aid/CPR and Preventive Health Courses.

Director stated that facility does handle medications and does currently have children in care who requires Incidental Medical Services - IMS Epinephrine and Inhaled Medication. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information, see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
