1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 11/12/2021 at 9:00am Licensing Program Analyst (LPA) Sabina Dodoo, met with center Director Roshan Amerasinghe for an UNANNOUCED ANNUAL REQUIRED INSPECTION. Present for the inspection were 3 teachers who are all fingerprint cleared and associated, and 27 children were present in 2 different classrooms. The classrooms were within ratio. LPA provided licensee a copy of form LIC 125. The Child Care Center was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday from 8am to 6pm. The facility also has a toddler component (ages 18 months to 36 months) and school age component. The Casa Dei Bambini childcare center is a single-story building with 5 classrooms located on campus that is also shared with a church. Per Director the church uses the facility on the weekends. Room 10 and 11 is called Pre Primary(Toddler Classrooms) which are currently empty due to the facility not having any toddler enrollment at this time. Room 12 is called Multi Purpose Classroom, Room 13 Primary classroom which is for children ages 2.5 years to 6 years old, and CASA Classroom is for school age 5 years to 6 years old. LPA (Sabina) observed the classroom to be neat with proper ventilation and materials equipped to care for the children. Children and parent(s) enter through the front door that has a doorbell and a side door by the parking area which also has a doorbell where Casa Classroom is located. There is also a double door entrance in the second building where Rooms 10, 11, 12 and 13 are located. The children get their temperatures checked and the parents sign in on a sign in sheet. The teachers also have an app called Transparent Classroom that is used to mark attendance and to also communicate to parents about daily activities the children participate in. LPA observed the bulletin board (parent’s rights, emergency disaster, earthquake drill, schedule, current facility menu, personal rights and facility license are posted).The bathrooms and toilets are in good working condition and all hazardous materials are placed in locked cabinets and out of reach from children. The kitchen areas have child safety gates so the children do not have access to the area.

The OFF-LIMIT AREAS there is a gate that is in the back of the playground facing a neighboring business building which children are denied accessed to and the gate is locked at all times.

The ON-LIMIT AREAS are the play yard which is fenced with a gate that opens inward/ outward and the classrooms and the assembly area. All classrooms have safe furniture appropriate for children. The bathrooms have a soap dispenser, paper towel dispenser and toilet paper for use. The trash bins are covered with a lid (foot operated) and the school supply cabinets are locked. All the disinfectants and cleaning solutions are stored in the top shelves, so the children do not have access to them. All snacks are prepared by the teachers in the kitchen area and the children bring lunch from home. The snacks are prepared with teachers wearing protective gloves and shield. There is a water fountain on the playground which is fully accessible to the children. The classroom is equipped with toys, books, chairs, and tables that are appropriate for the age group. The lunch boxes have children’s names on them and the cubbies also have the names of each child. The play yard has one play structure with two slides, bikes, cars, a climbing structure, benches, water fountain, a locked shed for storage of toys and a playhouse. They are all in good working conditions and there are soft tanbark (playground) materials around the play structure which can absorb falls.

All hazardous materials and toxins are kept out of reach from children and are not accessible. The Child Care Center has a fully charged fire extinguisher 3A-40-BC, working smoke detector, working carbon monoxide, telephone and fully stocked first aid kits. Per Director, there are no firearms on the premises. The children can wash their hands and paper towels are provided for them to wipe their hands. The furniture around the classroom is child proof and the toys are stored in safety bins that can be easily accessed by the children.

TheDirector completed the Health and Safety training, CPR/First Aid is current. The director is following the immunization laws and has completed the mandated reporter training. The director conducts and documents fire and disaster drills twice a year and the last conducted drill was on 11/04/2021. All required forms are posted and visible for public view.

At 10am LPA (Sabina Dodoo) reviewed 12 children’s files and 3 staff files, facility file and documented on LIC 857 and LIC 859. There is a current roster available for review and copy obtained. The fire drill disaster plan was last done in November of 2021. All staff files and children’s files contain all the required forms. The staff interview was completed with the Center Director Roshan Amerasinghe.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in Child Care Center, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee was reminded of the responsibility as a mandated reporter and the trainings must be done once every two years as well as CPR/First Aid needs to be renewed every two years and must be EMSA approved. LPA also encouraged licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list.

Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624 within 7 business days.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit Interview and staff interview conducted with Center Director Roshan Amerasinghe at 1:25pm. This report shall remain on file for the next 3 years.
