13 | Licensing Program Analyst (LPA) Marilou Monico met with Shulamit Solomon, Site Director, and Natan Solomon, Owner, for an unannounced complaint inspection. LPA discussed the complaint allegations with Shulamit. LPA conducted observations, toured the indoor and outdoor areas of the facility, interviewed staff and children, and reviewed staff files during today's investigation. LPA obtained copy of children's roster.
LPA observed a teacher supervising 14 children in Room 4. A staff (S-3) who is missing .5 quarter unit related to infant care was alone supervising a child who is under 2 years old in the toddler option room (Room 1). LPA observed broken building blocks with sharp edges in the crates located in the playground. Based on interviews, the children in the toddler option (Room 1) were observed commingling with the preschool children (Room 2) in the toddler yard. The children in Room 4 lay down on the floor carpet during quiet time without a cot or mat. Based on interviews, records review, and observations, the preponderance of evidence standard has been met, therefore the above allegations are SUBSTANTIATED.
