Licensing Program Analyst (LPA), Shannel Reed, met with Program Director, Anna Alvarado, for an unannounced annual/ random inspection in the Preschool Program. The Facility is currently licensed in Rooms A1, A2, D3, D4, D5, D6, D7, and D8. LPA observed 150 children napping with 9 teachers (6 additional teachers returned from lunch later). LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Snack Menus, and Activity Schedule.

LPA toured the indoor and outdoor areas of the Facility during today's inspection. LPA observed that the classrooms are clean and safe for all children and staff. The Program Director states that the Challenger has a third party company of janitors that clean the facility Monday through Friday in the evenings. Drinking water is readily available for the children inside and outside via water fountains. LPA observed solid waste containers with tight-fitting lids in the classrooms and outside. The children’s bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which an isolated child can use if needed. The Program Director states that there are no weapons or firearms on the premises.

The facility provides Am and PM snacks for the children. Lunch is brought from home. Food storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. Cleaning supplies are inaccessible to the children. Any medications at the Facility are stored in the front office and are inaccessible to children in care. The facility conducted monthly fire and emergency disaster drill. The last fire drill was conducted on 08/22/19.

LPA reviewed eight (8) staff files during today's inspection. A review of staff records indicates that all individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

CONTINUATION OF PREVIOUS PAGE (PAGE #1 - REPORT DATED 09/19/2019):
LPA reminded the Program Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violations within a 12-month period. All teacher files reviewed contain the required transcripts/verification of experience. LPA observed the required Mandated Reporter Training and the required Immunization’s against Measles, Pertussis and Influenza (or Decline Statement). At least one staff member on site at all times has a current CPR/ First Aid certification on file. The Program Director understand that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times and present during off-site activities (field trips). The Program Director understands the conditions, limitations, and capacity specifications of the Facility license. The Program Director understands that children shall be visually supervised at all times.

LPA reviewed 12 children’s files and observed all of the required documentation and immunization's. LPA observed all furniture and equipment in each classroom is in good condition and safe for the children. The playground areas utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. There is sufficient resilient material on the outdoor playground areas. Shade is provided by three trees and building overhangs. LPA did not observe any bodies of water.

LPA provided the Community Care Licensing’s website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised the Program Director of their responsibility to stay current in regard to new regulations. LPA also provided the e-mail address for the advocates in order to be added to the quarterly newsletter mailing list childcareadvocatesprogram@dss.ca.gov. The Mandated Reporter Training (AB1207) can be completed at the website listed. http://www.mandatedreporterca.com. LPA discussed Assembly Bill (AB) 2370 and gave Lead Safety information.
LPA obtained a Facility roster and conducted an exit review with the Program Director.

No Title 22 Deficiencies were observed during today’s inspection.
