1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 4/18/23 at 11:42am, Licensing Program Analyst (LPA) Briana Plumboy, met with center assistant director Christina Gitthens for an UNANNOUCED ANNUAL REQUIRED INSPECTION. Present for the inspection were four teachers (S1, S2, S3, S4) who are all fingerprint cleared and associated, and 19 children were present in the classroom. The classroom was within ratio. The center has a 5 to 1 ratio. The Child Care Center was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday from 7:30am to 6pm. The childcare center is a single-story building with 1 classroom (portable classroom) located on an elementary school campus. LPA observed the classroom to be neat with proper ventilation and materials equipped to care for the children. Children and parent(s) enter through the front gate that has a key lock and is unlocked when parents are coming to pick up the children. LPA observed the bulletin board (parent’s rights, emergency disaster, earthquake drill, schedule, facility menu, personal rights and facility license are posted).The parents sign in and sign out through a phone app called Learning Genie. Sign in and out was checked by LPA Plumboy. The OFF-LIMIT AREAS are the grassy area by the elementary school and the elementary school campus. The ON-LIMIT AREAS are the play yard which is fenced with a gate that opens outward and the classroom. The classroom has safe furniture appropriate for children. The bathroom has soap dispense, paper towel dispenser and toilet paper for use. The trash bins are covered with a lid and all sharp knives in kitchen area are stored out of reach in top cabinets. All the disinfectants and cleaning solutions are stored in the top cabinets, so the children do not have access to them. See 809-C for continuance

All the disinfectants and cleaning solutions are stored in the top cabinets, so the children do not have access to them. All foods and snacks are prepared by the teachers. They also have food delivery (lunch) by a company called Taste. The milk percentage is 1 percent milk stored in the refrigerator. The classroom is equipped with toys, books, chairs, and tables that are appropriate for the age group. The outside area has gardening shaded area, slides, swings, bikes, sand toys. It also has a cushioning man-made green grass mat underneath the play structure.

All hazardous materials and toxins are kept out of reach from children and are not accessible. The Child Care Center has a fully charged fire extinguisher 3A-40-BC, working smoke detector, carbon monoxide, telephone and fully stocked first aid kit. Per Director, there are no firearms on the premises. The children can wash their hands and paper towels are provided for them to wipe their hands. The furniture around the classroom is child proof and the toys are stored in safety bins that can be easily accessed by the children.

The Assistant Director's CPR/First Aid is current. All present staff have completed the mandated reporter training. The director conducts and documents fire and disaster drills twice a year and the last conducted drill was on 3/30/23. All required forms are posted and visible for public review. There is a current roster available for review and copy obtained. All staff files and children’s files are following all the required forms.

Assistant Director was reminded that all adults 18 and over living or working in Child Care Center, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Assistant Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Assistant Director was reminded of the responsibility as a mandated reporter and the training's must be done once every two years as well as CPR/First Aid needs to be renewed every two years and must be EMSA approved. LPA also encouraged Assistant Director to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list.

Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624 within 7 business days.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit Interview and staff interview conducted with Assistant Director Christina Gitthens. This report shall remain on file for the next 3 years.
