Licensing Program Analyst (LPA), Janet Tse, conducted an unannounced annual inspection at the Facility today. LPA was greeted by site director Anna Kanapathipillai at arrival. Owner/Licensee came to the facility arround 2:00pm. LPA explained the nature of today's visit to both Licensee and Director. LPA toured the facility both indoor and outdoor. The Facility is licensed in the Two Years Old Room, Three Years Old Room, and Four Years Old Room. LPA observed the facility sketch does not accurately depicts the entrance of each classroom. LPA also observed some classrooms have a dividing wall in between.

LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Menus (includes current and following week), and Activity Schedules. The Facility has an active waiver for outdoor playground space.

A listing of staff criminal record clearances associated to this facility in the CCL Licensing Information System (LIS) on 03/09/2020 was reviewed; and it indicates that all Facility staff or other individuals who require caregiver background clearances have received criminal record and child abuse index clearances or exemptions.

LPA reviewed ten children's and three staff files during today's visit. Each child's file reviewed contains the Information and Emergency Information form (LIC 700). LPA observed the site director doe not have the transcript for the administrative class in file. LPA observed at least one staff on site has current CPR/1st Aid certifications in file. Licensee understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).

LPA observed the teacher/child ratio was in compliance during today's visit. Licensee understands the conditions, limitations, and capacity specifications of the Facility license. Licensee understands that children

shall be visually supervised at all times. At arrival, LPA observed six napping children with the Director in the Three Years Old Room, 24 napping children with one teacher in the Two Years Old Room..

LPA observed that all rooms are clean and safe for all children and staff. Licensee stated that the Facility has a third-party cleaning service that cleans the Facility Monday through Friday in the evenings. Children bring their own water bottle, and drinking water is readily available for the children in each room and in the outdoor playground area via drinking fountains and pitchers/disposable cups. LPA observed solid waste containers with tight-fitting lids in each room. Staff and children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which an isolated child can use if needed. Licensee stated that there are no weapons or firearms on the premises.

The food preparation and storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. Cleaning supplies and any poisons are stored in the locked closet, located between the kitchen and the Director's office inaccessible to children. Any medications at the facility are stored in the locked closet as well.

LPA observed all furniture and equipment is in good condition and safe for the children. The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. Artificial turf is used as resilient material in the outdoor playground area. LPA did not observe any bodies of water.

LPA also discussed "zero tolerance" related regulations with Licensee and advised her of the assessment of an immediate $500 civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day per violation continues until the violation(s) is corrected. LPA discussed the requirements of AB633 to licensee and provided her the AB633 fact sheet and a copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224) and licensee understands the requirements.

SB 792 Immunization Requirements was discussed. LPA observed staff #3 does not have the MMR record in file. A copy of the roster of the children was provided to LPA today.

Effect of Lead Exposure handout dated 1/20/19 given during today’s inspection. Licensee understands that per Assembly Bill (AB 2370), written information regarding lead exposure needs to be given out to enrolling and re-enrolling parents or guardians. AB 2370, Chapter 676, Statutes of 2018 will require that all Child Care Centers (CCCs) that were constructed before January 1, 2010 test their water for lead by January 1, 2023 and every 5 years after the date of first testing. LPA reviewed infants safe sleep policies with Licensee and provided "A Child Care Provider's Guide to Safe Sleep.” More information can be found at https://cdss.ca.gov/inforesources/Child-Care-Licensing. Incidental Medical Services were discussed with the licensee. This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment /supplies, and reviewed children’s, personnel and administrative records. Licensee stated that currently, there is no children that needs the incidental medical services. Licensee stated she will forward the IMS plan to LPA.

The Mandated Reporter AB1207 Compliant Child Care Training was also discussed. Website to complete training: https://mandatedreporterca.com. A link to the alternate trainers approved to provide training:

Licensee understands that the training is to be repeated once every two years. Staff #1's primary language is not English and is not proficient in English. Staff #1 is currently exempt from the training.
