Licensing Program Analyst (LPA), Shannel Reed, conducted an unannounced annual/random visit to the Facility today. LPA met with Executive Director, Graciela Marques-Hahn and explained the nature of today's visit to her. LPA toured the Facility both inside and outside during today's visit. Facility is licensed to use Buildings 1, 2, 3, 4 and 5. LPA observed the facility in compliance with the required staffing ratios. There were 148 preschool aged children with 19 teachers present during today’s inspection.

LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Activity Schedule and Menus. The children bring their lunch from home. AM and PM snacks are provided by the facility. LPA observed a 3A40BC Fire extinguishers in each building classroom. LPA observed operational Smoke and Carbon Monoxide Detectors. Log shows that the last Fire Drill was conducted on 10/17/19. The Executive Director understands the conditions, limitations, and capacity specifications of the Facility license. The Executive Director understands that children shall be visually supervised at all times.

LPA reviewed five children's files. Each child's file reviewed contains the required information. LPA reviewed two staff files and found that all have completed the required Mandated Reporter Training (AB1207) and the required immunization against Pertussis, Measles, and Influenza (or opt out letter). There is at least one teaching staff member that has current CPR and First Aid certifications on file. The Site Supervisor understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).

This requirement is not met as evidenced by: LPA observed solid waste containers without tight-fitting lids in each classroom.

LPA observed that the classrooms are clean and safe for all children and staff. LPA observed all furniture and equipment is in good condition and safe for the children. The Executive Director states that a third party janitorial company clean the classrooms nightly. Drinking water is readily available for the children inside via water fountains and personal water bottles. The food preparation and storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. Cleaning supplies are inaccessible to the children and stored inaccessible to children. LPA observed solid waste containers without tight-fitting lids in each classroom. The Executive Director stated that there were issues with fingers getting pinched with the previous garbage cans. Children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which an isolated child can use if needed located in the Main Office. Medications at the Facility are stored in the main office in a locked cabinet inaccessible to the children in care. The Executive Director states that there are no weapons or firearms on the premises.

The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. The play equipment is age appropriate and maintained in good condition and free of hazards. Areas surrounding and under high climbing equipment and slides are cushioned with wood chips to absorb falls. There were no bodies of water observed. Drinking water is readily available for the children outside via water fountains and personal water bottles.

LPA provided the Community Care Licensing’s website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised the licensee of their responsibility to stay current in regard to new regulations. LPA also provided the e-mail address for the advocates in order to be added to the quarterly newsletter mailing list childcareadvocatesprogram@dss.ca.gov. LPA discussed Assembly Bill (AB) 2370 and gave Lead Safety information.

LPA obtained a Facility roster and conducted an exit review with the Executive Director.

A Type B Title 22 Deficiencies was cited during today’s inspection.
