Licensing Program Analysts (LPAs) Jennifer "Jen" Beehler and Syhshyan "Shine" Yu conducted an unanncounced complaint investigation. Upon arrival LPAs were greeted by Director Bizhu Luo and provided access to the property. LPAs stated the reason for the visit was to conduct confidential interviews, review relevant documents and deliver findings.

Based on confidential interviews, observations, record reviews, and evidence gathered during the investigation process, it is concluded that although the allegations noted on this complaint may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. The allegations are thus UNSUBSTANTIATED.

Due to today's investigation, no deficiencies are cited. Exit interview conducted and report was reviewed with Director Bizhu Luo. NOTICE OF SITE VISIT PROVIDED AND MUST REMAIN POSTED FOR 30 DAYS.
