On 11/15/2021 at 8am Licensing Program Analyst (LPA) Sabina Dodoo, met with center Director Laura Garcia for an UNANNOUCED ANNUAL REQUIRED INSPECTION/CASE MANAGEMENT ANNUAL CONTINUATION . Present for the inspection were 3 teachers who are all fingerprint cleared and associated, and 3 children were present in one classroom. The classroom is within ratio. LPA provided licensee a copy of form LIC 125. The Child Care Center was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday from 9am to 5:30pm. The facility also accepts toddlers (from 2 years of age).

The Hope Technology School childcare center is a single-story building with one classroom located in a business building called Bay Area Christian Church towards the back. The Classroom is Room #10 a preschool classroom. There are no additional classes belonging to the facility on this site. LPA (Sabina) observed the classroom to be neat with proper ventilation and materials equipped to care for the children. The parents do not enter the facility per director. Upon arrival the teachers meet the parents at their car in the parking lot and screen them for COVID symptoms before accompanying the children to the classroom. There is one main entrance door that is left open to enter and exit. The children get their temperatures checked and the parents sign in on a sign in sheet. The teachers also have an app called blooms where the parents are updated on the activities the children participate in. LPA observed the bulletin board (parent’s rights, emergency disaster, earthquake drill, schedule, personal rights and facility license are posted).The bathroom and toilet is in good working condition and all hazardous materials are placed in locked cabinets and out of reach from children. There is no kitchen located on the premises but there is a microwave and toaster with paper plates and plastic forks available near the main sink.

The OFF-LIMIT AREAS are the parking lot and the neighboring facility next to the preschool (per director the component of the facility is for high schoolers). The locked shed is also inaccessible and locked. It has storage of extra toys for the children play with outside.

The ON-LIMIT AREAS are the play yard which is fenced with a gate that opens inward/ outward and the classroom. The classroom has safe furniture appropriate for children. The bathroom has a soap dispenser, paper towel dispenser and toilet paper for use. The trash bins are covered with a lid and the school supply cabinets are locked. All the disinfectants and cleaning solutions are stored in the top shelves, so the children do not have access to them. The children bring food from home with lunch bags and water bottles with their names on them. The teachers refill the water bottles before the children go outside. The classroom is equipped with toys, books, chairs, and tables that are appropriate for the age group. The lunch boxes have children’s names on them and the cubbies also have the names of each child. The play yard has a play structure with a slide. They are all in good working conditions and there is a green grass colored mat material around the play structure which can absorb falls.

All hazardous materials and toxins are kept out of reach from children and are not accessible. The Child Care Center has a fully charged fire extinguisher 3A-40-BC, working smoke detector, working carbon monoxide, telephone and fully stocked first aid kits. Per Director, there are no firearms on the premises. The children can wash their hands and paper towels are provided for them to wipe their hands. The furniture around the classroom is child proof and the toys are stored in safety bins that can be easily accessed by the children.

The Director completed the Health and Safety training, CPR/First Aid is current. The director is following the immunization laws and has completed the mandated reporter training. The director conducts and documents fire and disaster drills twice a year and the last conducted drill was on November 1st 2021. All required forms are posted and visible for public view.

At 8am LPA (Sabina Dodoo) reviewed 3 children’s files and 3 staff files, facility file and documented on LIC 857 and LIC 859. There is a current roster available for review and copy obtained. The fire drill disaster plan was last done in November of 2021. All staff files and children’s files contain all the required forms. The staff interview was completed with the Center Director Laura Garcia.

Licensee was reminded that all adults 18 and over living or working in Child Care Center, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded of the responsibility as a mandated reporter and the trainings must be done once every two years as well as CPR/First Aid needs to be renewed every two years and must be EMSA approved. LPA also encouraged licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list.

Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624 within 7 business days.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit Interview and staff interview conducted with Center Director at 9am. This report shall remain on file for the next 3 years.
