Licensing Program Analyst (LPA) Elimika Woods met with Director Kimberly Kostepen for a complaint investigation regarding the above allegation. Present for the investigation were director, five teachers, and 11infants in care. It was alleged that the day care staff did not ensure the facility was a comfortable temperature for day care children. During the course of the investigation, interviews were conducted. Staff stated that when the power went off in the child care center on January 28, 2021, the Assistant Director Vittoria Barberis Willner notified the parents of the power outage and told them if the power stayed off... that they would leave the children's jackets, coats, and blankets on until the power was restored. Through a number of interviews the day care staff felt that the temperature in the building was not to cold for children during the outage and as a precautionar measure the children's parents brought extra clothes for their children to wear. Per the Reporting Party the temperature was not comfortable for children and staff had not done enough to make sure the children were warm. Based on interviews conducted and observations, Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.
