On July 19, 2023 at 8:55am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced to conclude the complaint investigation regarding the allegation above. LPA met with director Marilyn Graves. Present today were 12 infants and an additional 6 staff members.

During the course of the investigation, LPA toured and observed the two classrooms, reviewed documents and conducted interviews. There is not enough evidence to prove if this allegation is true or false.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated. Exit interview conducted with director Marilyn Graves. A Notice of Site Visit was provided and must remain posted for 30 days.
