Licensing Program Analyst (LPA) Fermin Campos-Jaramillo met with Alysia Gonzales, Site Director, for an unannounced annual/random inspection. LPA notes that the Facility is licensed in rooms Mourning Dove, Song Sparrow, Snowy Plover, and Starry Flounder. LPA toured the indoor and outdoor space of the Facility during today's inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Menus, and Activity Schedule. The Facility has one active waiver on file for electronic signatures.

A review of staff records on 5/06/2019 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA reminded the Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violations within a 12 month period.
LPA reviewed a random sample of ten children's and six staff files during today's inspection. Each child's file reviewed contains the Information and Emergency Information form (LIC 700). LPA observed the children files contain the Needs & Services Plan in each file reviewed. The staff files reviewed contain the required transcripts/verification of experience. LPA observed that at least one staff member present has a current CPR and First Aid certifications on file. The Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips). LPA observed all teachers and aides have completed the mandated reporter training, and a copy of certification is in their file.

LPA observed that the teacher/child ratio was in compliance during today's inspection. The Director understands the conditions, limitations, and capacity specifications of the Facility license. The Director understands that infants shall be visually supervised at all times and never left unattended. LPA observed 32 infants, and twelve teachers and aides, were present in the Facility during today's inspection.
LPA observed that the Facility is clean and safe for all children and staff. Drinking water is readily available for the children in the Facility and in the outdoor playground area via water bottles. LPA observed solid waste containers with tight-fitting lids in the Facility. Staff and children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which an isolated child can use if needed. The Director states that there are no weapons or firearms on the premises. The Facility has functioning carbon monoxide detector. The center has documented a fire drill on 3/19/2019.

The area for reheat meals and the storage area are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. Cleaning supplies are stored inaccessible to the children.
LPA observed all furniture and equipment is in good condition and safe for the children. The infant changing tables have raised sides that are at least 3 inches in height. The infant changing tables have a vinyl changing pad that is at least 1 inch think and in good condition. Napping equipment is appropriate. There is a separate crib area for the younger infants. The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. The infant playground is fenced and separate from the preschool playground. LPA observed that the outdoor equipment is age appropriate and in good condition. There are sufficient resilient materials and shade provided by trees and tarps in the outdoor playground area. LPA did not observe any bodies of water.
