Licensing Program Analysts (LPAs), Marilou Monico and Samantha Yip, met with Licensee Representative/Site Director, Rachele Wright, for a case management inspection in response to an increase in capacity from 20 to 30 children and adding toddler option program on the license. LPAs toured the facility both inside and out as well as measured the space available for the children. Indoor measurements are as follows:

PRESCHOOL ROOM: 37.500 x 40.833 = 1531.237 minus 26.504 (encumbered space) = 1,504.733
TOTAL PRESCHOOL INDOOR SPACE: 1,504.733 sq. ft. divided by 35 = 42 children

TODDLER OPTION ROOM: 21.833 x 17.667 = 385.723 minus 11.882 (encumbered space) = 373.840
TOTAL PRESCHOOL INDOOR SPACE: 373.840 sq. ft. divided by 35 = 10 children.

There are 2 sinks (30) and 2 toilets (30) available for the children. There are 27 chairs, 7 tables, 26 mats and 20 cubbies for the preschool children. There are 10 chairs, 3 tables, 16 cubbies, and 13 cots for the toddler option program. Drinking water indoor is via pitchers and cups.

Cold and hot water is available in the children's sinks. Hot water is measured today at 101 degrees Fahrenheit. There is staff bathroom next to the children's bathroom. The sick child will use the staff bathroom if needed and will be accompanied by a staff member. The sick child will be isolated in the School's Office and isolation equipment will be provided. Parents are responsible for bringing lunch for their children.. The center will provide snacks. Snacks will be prepared in the kitchen located next to the toddler room. The kitchen is equipped with refrigerator, oven, stove, microwave, and a sink with hot and cold running water. Sanitation is by hand washing. LPA observed trash can with tight-fitting lid for the disposal of solid waste. Cleaning products, sharp, objects, and other similar items are stored in the staff bathroom inaccessible to children. LPAs observed at least one functioning carbon monoxide detector at the facility. Site Director states there are no weapons at the facility.

Outdoor measurements were taken by LPA Walker on 02/22/09:
PRESCHOOL PLAYGROUND
92.498 X 50 = 4624.747 - 28.668 = 4596.232 SQ FT.
TOTAL OUTDOOR SPACE: 4596.232 sq. ft. divided by 75 = 61 children

The outdoor area is surrounded with appropriate fencing. Outdoor surfaces are safe. Shade is provided by canopies. There is a climbing structure with tanbarks as resilient material. LPAs observed no bodies of water. Drinking water outdoor is via individual water bottles.

A review of staff records during today's inspection indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

LPA discussed Senate Bill 792, Assembly Bill (AB) 1207 (Mandated Child Abuse Reporter Training) which is required training that began on January 1, 2018 and requires renewal every two years. AB 633 was discussed with Site Director. Licensing forms, Title 22 regulations, can be obtained through the internet at ww.ccld.ca.gov. Mandated Reporter Training can be accessed at www.mandatedreporterca.com. LPA discussed and provided Site Director with lead information sheets and advised her to provide copies to parents.

Fire clearance was granted on May 1, 2019.

The following items to be completed prior to licensure of 30 children (20 in the preschool and 10 in the toddler option program).
1) Diaper changing table within arms' reach of a sink in the toddler option program.
2) Waiver request for the toddler option children to share the bathroom with the preschool program at different times.
3) Since Site Director is designated as the licensee representative, proof that she completed Application Orientation to be submitted to Licensing.
