Licensing Program Analyst (LPA) Anna Morales met with Director Mehernaaz Irani, for an unannounced Annual Required Inspection. LPA toured the indoor and outdoor areas of the Facility with the Director during today's inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), menus, and Activity Schedule. Days and hours of operation are Monday through Friday AM to 7am to 6:00 PM. The Facility is licensed to serve a maximum of 264 children ages two to entry into 1st grade. LPA observed a current children's roster. Last disaster drill was conducted on 10/17/24.

Currently, the Program is operating in Rooms:
A1 and A2: Temporary unoccupied.
A3: 22 children with 2 qualified teachers.
A4: 22 children with 2 qualified teaches.
A5: 22 children with 2 qualified teachers..
B2: 21 PR-K students and 2 qualified teachers, bathroom is located separately(Facility has a bathroom waiver).
B3: 23 PR-K students and 2 qualified teachers.
B4: 22 PR-K students and 2 qualified teachers.
B5: 24 PR-K students and 2 qualified teachers, bathroom is located separately(Facility has a bathroom waiver). LPA observed that the teacher/child ratio was in compliance during today's inspection

LPA observed in each classrooms, fully charged Fire extinguishers, and smoke/carbon detectors. Observed cubbies for personal storage. Disinfectants and toxics materials are stored inaccessible to the children. Observed trash bins with tight fitted lids. Each of the classrooms have first aid kits.

Director understands the conditions, limitations, and capacity specifications of the Facility license. Any child(ren) who exhibit symptoms of illness including, but not limited to, fever or vomiting, are not accepted in care. Any child(ren) who become ill during the day, shall be isolated in the office area.
Director stated that the facility provides snacks and lunch is provided by Choice Lunch. Children can bring their own lunch as well.

LPA reviewed a random selection of children files. Children records reviewed include , Identification and Emergency Contact, Medical Assessment and Immunization.
LPA reviewed a selection of Staff records reviewed include Health Screening Report and TB test, and Immunization (Measles, Pertussis, and Flu) record and current Mandated Reporter Training. LPA reminded Director that the online AB1207 Mandated Reported Training needs to be renewed every two years. There was at least one person with current certification in Pediatric CPR and First Aid present at the facility.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1.CCP. LPA referred Director Mehernaaz Irani to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA also reviewed with Director for the violations that would result in an immediate assessment of civil penalty in the amount of $500. Director is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Regulations, Online option to pay Annual License fee, Adoption of new Laws, etc.
LPA discussed the requirements of AB 633 with the Director. The Director understands the AB 633 fact sheet/copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224). LPA discussed "zero tolerance" related regulations with the Director and advised the Director of the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No citations were given during today's inspection. A notice of site visit was given and must remain posted for 30 days.
