On Tuesday, June 15, 2021 at 9:52 AM, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required 1 Year Visit. LPA met with the Director Rupa Sethna. Present on this visit were 12 preschool children and 3 staff (teacher and aide). Facility operates from Monday to Friday 8:30 am to 5pm.

LPA toured the facility and play yard for a health and safety inspection. Personnel files were reviewed today. The teacher/child ratio is being met. A percentage of children's files were reviewed at 10:30 am. The classroom(s) and play yard were age appropriate and in good repair. Bathrooms were clean and in working order. There is a separate staff bathroom. Snacks are provided and prepared on site. The kitchen area was maintained in a clean manner and was inaccessible to children in care. Menus were posted. There is adequate variety and quantity of foods to meet the children's needs and are clearly labeled. Waste containers have tight fitting lids. The storage of napping equipment was observed. The sign in and out logs were reviewed. Firearms and other weapons are not being stored on the premises. All posting requirements are being met. Outdoor play area was free of hazards and provided a shaded area for the children and access to drinking water. Play ground equipment is cushioned with material that absorbs a fall. There are no bodies of water. The facility has a carbon monoxide detector, charged fire extinguishers and first aid kits. Fire and disaster drills are being conducted monthly. There is a working telephone at the facility. All the teacher are trained in CPR and Pediatric First Aid and valid except for the Aide.

California Law requires the licensee to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children and staff is maintained and LPA obtained copies.

Director is reminded that ALL assistants, volunteers, and staff, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Director was reminded of the responsibility as a mandated reporter. All forms can be downloaded at www.ccld.ca.gov

Incidental Medical Services (IMS) policy was discussed. Per licensee, no IMS is being provided at this time. The licensee was reminded that when any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department. No deficiency cited during today’s visit. An exit interview was conducted with the director. A Notice of Site visit was posted at the time of inspection and must remain posted for 30 days.
