The licensee denied parents the right to enter and inspect the family child care home during normal operating hours or while their child was receiving care.

Licensing Program Analyst (LPA) Kate Huang conducted an unannounced complaint investigation at the facility. LPA met with Licensee Lin, Na and explained the nature of today’s visit. Present were licensee, two assistants, licensee's daughter, 2 infants and 7 preschoolers.

During today's visit, licensee admitted that she told parents that they are not allowed to visit the daycare after the initial enrollment tour. She explained that during the transition period after enrollment, parents are permitted to observe their children through windows but are not allowed to enter the facility, as she believes parents' entering may cause children to cry more. After the adaptation period, the licensee stated that parents are not allowed to visit their children unless there is a problem and they need to provide advance notice.

During LPA's initial visit on 07/22/2025, one staff also stated that the daycare informed parents that parents are not allowed to visit in order to avoid disruption to the children.

Based on the available evidence, the preponderance of evidence standard has been met and therefore the above allegation is Substantiated.

Exit interview was conducted, where the report was reviewed and discussed with Licensee Lin, Na in Mandarin. A notice of site visit has been issued and must remain posted for 30 days.

Licensee to read the regulations regarding parental and authorized representative's rights and provide a plan of correction by the POC due date to ensure parents or guardians are able to visit or inspect facility without advance notice.
