Licensing Program Analyst (LPA) Pete Hernandez conducted an unannounced Required 1 Year inspection at the home today. LPA met with Thenmozhi Ravikumar, Licensee, and her husband Vanketesan Rivikumar and explained the nature of today's visit to her. There no children present at the time of the LPA's arrival. Licensee just returned yesterday from vacation and has not reopened yet. Hours are Monday - Friday from 09:00 AM to 06:00 PM. The Licensee lives in the home with her husband Ravikumar Venkatesan.

LPA toured the indoor or and outdoor areas of the home. Fire drills are conducted every 6 months and logged: last entry was 7/1/2023. The Children's Roster is current and a copy was provided to the LPA. The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is orderly, and safe for the day care children. No bodies of water were observed during the inspection. Off limit areas in the home are the master bedroom and master bathroom, and three bedrooms at the end of the hall. On limit areas: Dining room, living room and family room and kitchen and entire back yard.

Licensee states that there are no weapons in the home. LPA Hernandez observed a fully operational 3A40BC fire extinguisher. LPA also observed operating carbon monoxide detector and smoke alarms. Cleaning Products, toxic agents, medications, and sharp objects are inaccessible to children and kept in the locked laundry room. LPA reminded Licensee that smoking, baby walkers, bouncers, jumpers, and similar items are not allowed in Family Child Care Homes.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Applicant will use time out and enforcement of manners as a forms of discipline. Applicant understands that children's personal rights should not be violated; including no corporal punishment. Isolation of sick children, supervision of children, capacity options, transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries, heat-related illnesses, and requirements for assistant/substitute were also discussed.

Licensee, Kanderpi Shaw, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed with Applicant the requirements of Assembly Bill 633, Senate Bill 792, car seat law, healthy beverages in child care, immunization's/shots needed before starting child care/preschool, and zero tolerance violations.

The Licensee states that she does not transport children and understands that children cannot be left in parked vehicles unattended at any time. Licensee understands that children's personal rights should not be violated; including no corporal punishment. Isolation of sick child, requirements for reporting suspected child abuse, unusual incidents/injuries, heat-related illnesses, and requirements for assistant/substitute were also discussed.

Supervision of children was discussed with the Licensee. Licensee understands that she must be present in the home at least 80 percent of the hours the day care is in operation and ensure that the children are supervised at all times. The Licensee understands her capacity options. The Licensee states that she does not transport children and understands that children cannot be left in parked vehicles unattended at any time. Licensee understands that children's personal rights should not be violated; including no corporal punishment. Isolation of sick child, requirements for reporting suspected child abuse, unusual incidents/injuries, heat-related illnesses, and requirements for assistant/substitute were also discussed.

Last fire drill was conducted on 7/1/2023. LPA informed Applicant that fire / disaster drills must be practiced at least once every six months and documented. Licensee is compliant.

Licensee has a current CPR and First Aid certificate. The card is set to expire 7/28/2024.

LPA Observed all required postings on the wall next to the playroom and dining room.

Upon the issuance of Type A citations, a copy of the Facility Evaluation Report LIC809 has to be posted on the wall and a copy to be given to all parents of currently and newly enrolled children for next 12 months. In addition, copy of LIC9224 Statement Acknowledging Receipt of Licensing Reports need to be signed and kept in child files.

A deficiency is NOT being cited based on the LPA observation, interviews conducted, and record review in accordance with the California Code of Regulations, Title 22. Exit interview conducted and report was reviewed with the licensee; Thenmozhi Ravenkumar.

A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE ENTRANCE TO THE FACILITY, AND MUST REMAIN POSTED FOR 30 DAYS.
