25 | Licensing Program Analyst (LPA), Shannel Reed, conducted an unannounced annual/random visit to the Facility today. LPA met with Teacher, Quiana DeSilva, who informed LPA that the Preschool is closed for the summer, but she was able to contact the Preschool Director, Sophia Paul. LPA spoke with her and she arrived approximately 30 minutes later. LPA then met with school Principal Elizabeth Trela until Preschool Director, Sophia Paul arrived. LPA explained the nature of today's visit to each person. LPA toured the Facility both inside and outside during today's visit. LPA notes that the Facility is licensed in one large preschool room. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Menu, and Activity Schedule. The facility has two waivers on file for electronic sign in/ out and to share the playground with the Kindergarten program.
LPA reviewed six children's files. Each child's file reviewed contains the required information. LPA reviewed four staff files and found that all have completed the required Mandated Reporter Training (AB1207) and the required immunizations against Pertussis, Measles, and Influenza (or opt out letter). There is at least one teaching staff member that has current CPR and First Aid certifications on file. Ms. Paul understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).
There were no preschool children present during today’s inspection, as the preschool program in closed until August 14, 2019. Ms. Paul informed LPA that the last day of operation for the Preschool program was June 5, 2019. However, Ms. Paul understands the conditions, limitations, and capacity specifications of the Facility license. Ms. Paul understands that children shall be visually supervised at all times.
A review of staff records today indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
