Licensing Program Analyst (LPA), Stephanie Rangel, conducted an unannounced random and case management inspection to the Facility today. LPA met with owner/director Alka Sharma and Praful Sharma, facility administrator, and explained that the nature of today's inspection. The inspection was to also inspect the facility for a request to add a toddler option onto their preschool license. The Facility requests a total capacity of 66 children with 12 children in their toddler option. LPA toured the Facility both inside and outside during today's inspection.

A review of staff records indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA reminded director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violations within a 12 month period.

Sign in and out sheet reviewed. LPA reviewed 10 children's and 4 staff files during today's inspection. Each child's file reviewed contains the Information and Emergency Information form (LIC 700). At least two teachers have current CPR/1st Aid certifications. Alka understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).

LPA observed that the teacher/child ratio was in compliance during today's inspection. Alka understands the conditions, limitations, and capacity specifications of the Facility license. Alka understands that children shall be visually supervised at all times.

LPA observed that all rooms are clean and safe for all children and staff. LPA observed solid waste containers with tight-fitting lids throughout the Facility. Children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which an isolated child can use if needed. Owner states that there are no weapons or firearms on the premises. LPA reminded owner that hot water hand washing fixtures shall not exceed 120 degrees F.

The food preparation and storage areas are clean. All food and beverages that require refrigeration are stored in covered containers. Cleaning supplies are stored on high shelves in the kitchen area, away from children. Any poisons are stored in the locked storage area. Any medication(s) at the Facility will be stored in the director's office.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Aan updated license to include the toddler option will be reviewed for approval by management when the following items are received:
Updated outdoor facility sketch
Updated request for waiver along with a schedule of playground use
Revised handbook and or/updated admissions agreement

Sign in and Sign Out: The person who signs the child in/out shall use his/her full legal signature and shall record the time of day. This requirement was not met as evidenced by several children not being signed in and or signed out per title 22 regulations. The Facility is currently licensed in Classrooms 1 - 5 but has decided to add a toddler option and use rooms 2 and 3 for that purpose. An updated Application for a Child Care License (LIC 200A) was submitted to the San Jose Regional Office requesting the addition of the toddler option. The capacity remains unchanged and the age range of children on the license will be 18 months old to entry into 1st grade. LPA completed the following measurements today

Toddler Option:
Room 2: 20.417 x 9.250 = 188.857
Room 3: 20.083 x 13.583 = 272.787
Total Toddler Option Indoor Space = 461.644 sq. ft. divided by 35 = 13

Preschool Rooms:
Room 1: 28.333 x 22.083 = 625.678
Room 4: 33.5 x 17.917 = 600.220
Room 5: 33.917 x 16.417 + 8.333 x 8.833 = 630.394
Total Preschool Indoor Space = 1,856.292 sq ft. divided by 35 = 53 preschool children

The outdoor space was measured today as follows:
Playground:
37.833 x 7.167 = 271.149
7.167 x 54.417 = 390.007
7.167 x 4.167 = 29.865
39.5 x 9.250 = 365.375
3.333 x 3.583 = 11.942
45.083 x 39.083 = 1,761.979

TOTAL OUTDOOR SPACE: 3,170.99 sq. ft. divided by 75 = 42 children

The outdoor space will be utilized by both the preschool and toddler option program, but at different scheduled times. The yard is surrounded by appropriate fencing. There is a climbing structure in the yard with pour n play for resilient material. Shade is provided by the building overhang and trees, canopies. Drinking water is provided by personal water bottles. LPA observed no bodies of water. No transportation is provided by the school.

Prior to the inspection, LPA received a fire clearance approved on 08/07/2019.
