Licensing Program Analyst (LPA) Ashley Lopez met with administrator Deepshikha Pathak and Director Alka Sharma, for an unannounced Required - 1 Year inspection. LPA toured the indoor and outdoor areas of the facility during today's inspection. LPA observed the required postings, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), and Activity Schedule. Days and hours of operation are Monday through Friday 8:00am - 5:30pm. The facility is licensed to serve a maximum of 65 of children and does include a toddler component.

LPA reviewed 9 children’s and 5 staff files during today's inspection. Children’s Records were reviewed for completeness and Inspection of required forms was made. In review of children’s records, files contain information including: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. Some staff files reviewed were missing required transcripts, immunization records, and Health Screening Report (LIC 503). Not all staff have current certificates of completion of the Mandated Reporter Training for Child Care Providers on file. LPA observed at least one staff file had completion of CPR training. Director understands there must be at least one person with valid CPR training on site at all times or present during off-site activities.

LPA observed that the teacher/child ratio was in compliance during today's inspection. The director understands the conditions, limitations, and capacity specifications of the facility license. Director understands that children shall be visually supervised at all times. Any child who exhibit symptoms of illness including, but not limited to, fever or vomiting, are not accepted in care. Any child who become ill during the day, shall be isolated in the director’s office area.

LPA observed that the facility is clean, safe, sanitary, and in good repair for children, staff, and visitors. Director states that the facility has a third-party cleaning service that cleans the facility Friday and Weekends in the evenings. Director understands that the facility must be kept free of flies and other insects & rodents. LPA observed that all furniture and equipment is in good condition and safe for the children. Hot water is not available in the sinks that children wash their hands. Drinking water is readily available for the children through filtered water fountains and in the outdoor playground area via water bottles. The director states the Toddler building was built in 2017 and the Preschool building was built in 2013, the facility has not had the water lead tested. Staff and children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children. Director states that there are no weapons or firearms on the premises. The facility has smoke/carbon monoxide detectors in each classroom. LPA observed fully charged 3-A-40-BC fire extinguishers in classrooms. The last fire drill was conducted on 6/27/23.

The food preparation and storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. The facility provides AM snack to the children. Children bring their PM snack and lunches from home. The facility has trash cans with tight fitting lids for solid waste in each room. Cleaning supplies are inaccessible to the children and stored on high shelves and cupboards. LPA observed a complete First Aid kit. Any medications at the facility are individually stored in the directors office. There are no children currently enrolled that have medication.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. Shade is provided by trees and building overhang in the playground. There is sufficient resilient materials and rubber floor padding in the outdoor playground area. LPA did not observe any bodies of water.

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. There are no children under 2 at the facility, director was reminded to keep a sleep log (15 minute nap check) for a child who does enroll in the toddler component.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
