Licensing Program Analyst (LPA) Ashley Lopez met with Nicole Quinn, Director, for an unannounced Required - 1 Year inspection. LPA toured the indoor and outdoor areas of the facility with the director during today's inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), and Activity Schedule inside the classroom. Days and hours of operation are Monday through Friday 8:00am to 3:00pm. The facility is licensed to serve a maximum of 24 children, ages 4 years old to kindergarten. The facility consists of 2 connecting rooms 1 and 2.

LPA obtained a copy of the current children rosters. The facility has written sign in/out sheets that is kept in the classroom by the door the children are dropped off. LPA reviewed 5 children's files and 3 staff files during today's inspection. The children’s records were reviewed for completeness and inspection of required forms was made. In review of children’s records, files contain information including: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary. All staff files reviewed contain the required education, immunization records, and Health Screening Report (LIC 503). All staff have current certificates of completion of the Mandated Reporter Training for Child Care Providers. At least one staff has a current CPR and First Aid certification on file. The director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).

LPA observed that the teacher/child ratio was in compliance during today's inspection. LPA observed 13 children in the classroom with 2 teachers during today's inspection. The director understands the conditions, limitations, and capacity specifications of the facility license. The director understands that children shall be visually supervised at all times. Any child who exhibit symptoms of illness are not accepted in care. Any child who become ill during the day, shall be isolated in the director’s office and parents are contacted immediately.

LPA observed that the facility is clean, safe, sanitary, and in good repair for children, staff, and visitors. Director states that the facility has a third-party cleaning service that cleans the facility Monday through Friday in the evenings. Teachers wipe tables and empty trash throughout the day. Director understands that the facility must be kept free of flies and other insects & rodents. LPA observed that all furniture and equipment is in good condition and safe for the children. Drinking water is provided to the children via water filters and in the outdoor playground area via reusable water bottles, pitchers, or disposable cups. LPA observed the children's bathrooms to be clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children. Director states that there are no weapons or firearms on the premises. The facility has combo smoke and carbon monoxide detectors in each classroom and hallways.

The children bring their snacks and lunch from home. The Facility has trash bins with tight fitting lids for solid waste in each room. LPA advised the Director that cleaning supplies should be inaccessible to the children and stored in locked cabinets or higher cupboards. LPA observed a complete First Aid kit in the classroom. LPA observed a child's prescription medication in the emergency bag located in the classroom. LPA advised the Director to make sure parents leave the medication in the prescription package with the appropriate labels attached.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The outside play area that is utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate and in good condition. Shade is provided by canopy and building overhang. There is sufficient resilient materials (wood chips and grass turf) in the outdoor play area. LPA did not observe any bodies of water.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with Director, Nicole Quinn. No deficiencies were cited during todays visit.
