On Tuesday, June 22, 2021 9:55 AM, Licensing Program, Analyst (LPA) Manel Estoesta conducted an unannounced Required 1 Year visit. LPA met with the Director Helen Qiu. Present on this visit were 2 staff and 6 infant children. LPA toured the facility and conducted a Health and Safety Inspection. The facility operates from Monday to Friday 8:30 am to 5:30 pm.

Facility has an existing Preschool Program with Toddler Option (#434413698) in the same address. The Facility has an active waiver on file for sharing outdoor space) and is in compliance with the waiver. Facility is in compliance with posting requirements. Director stated that facility is using "Procare" application for sign in and sign out. Facility has a real time video camera recording.

At 10:20 am, LPA observed that the infant room is clean and safe for all children and staff. Drinking water is readily available for the children in infant. LPA observed solid waste containers with tight-fitting lids in infant room. Staff and children's bathrooms are clean, sanitary, and operable. Infant room has a diaper changing table and is placed within arm's reach of a sink. There is a separate staff bathroom in the kitchen not utilized by the children. The lobby is the isolation room. Director states that there are no weapons or firearms on the premises. LPA observed sufficient mats and cribs for the infants. Director stated that no infant enrollment under the age of 2 years old at the moment.

The facility provides lunch and snacks to the children once the infant can eat solid food, food is prepared in the kitchen. Feeding bottles and breast milk are packed individually and labelled. Parents provide formulas, diapers, wipes, and baby food. The food preparation and storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. All food and beverages that require refrigeration are stored in covered containers at 45 degrees F or less. Cleaning supplies are inaccessible to the children and stored in high cabinets of the kitchen and staff bathroom inaccessible to children. Any medications at the Facility are stored in the office.

At 11:00 AM, LPA reviewed Staff and Infant children records.

Individual Medical Services (IMS) policy was discussed. This facility provides IMS to children in care. Facility is following IMS plan on file. When any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department. Licensee is reminded that ALL assistants, volunteers, frequent visitors, or adults living in the home, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Licensee was reminded of her/his responsibility as mandated reporter.

Effective August 1, 2003 California Law requires Family Child Care Home licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624B). Incidents must be reported within 24 hours by phone, fax, or electronic mail. LPA informed the licensee that all forms can be downloaded at www.ccld.ca.gov and encouraged the licensee to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The licensee/director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

The director was provided information regarding effects of Lead Exposure and testing requirements (Assembly Bill 2370).



No deficiency was cited. LPA conducted an exit interview with Licensee/Director prior to the conclusion of today's inspection. A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE ENTRANCE TO THE FACILITY, AND MUST REMAIN POSTED FOR 30 DAYS.
