Licensing Program Analyst (LPA) Mel Matos met with Jacqueline "Jackie" Funk, director, for a case management inspection. Purpose of today's inspection: converting Classroom 2 to a toddler option program (22 children). Licensed capacity remains unchanged. Hours of operation: Monday to Friday 9:00 AM to 6:00 PM. The Facility is currently licensed in Classrooms 1-10. A fire department clearance approval was received from the Sunnyvale Department of Public Safety prior to today's inspection. LPA toured the Facility, indoor and outdoors, during today's inspection. Measurements of the entire Facility, indoors and outdoors, were taken by LPA Matos on March 18, 2015. Per Jackie, the Facility layout, indoors and outdoors, remains unchanged.

Indoor measurements are as follows:

Classroom 1: 35.747 x 29.000 = 1,036.663
Classroom 2: 30.166 x 27.415 = 827.000 (Toddler option)
Classroom 3: 39.000 x 24.166 = 942.474
Classroom 4: 55.498 x 33.000 = 1,831.434
Classroom 5: 45.000 x 26.000 = 1,170.000
Classroom 6: 35.000 x 29.249 = 1,023.715
Classroom 7: 44.415 x 21.498 = 954.833
Classroom 8: 34.000 x 23.000 = 782.000
Classroom 9: 40.000 x 32.000 = 1,280.000
Classroom 10: 16.000 x 16.000 = 256.000

TOTAL INDOOR SPACE: 10,104.119 sq. ft. divided by 35 = 288 preschool children.

There are sufficient toilets and sinks available for the children. Potty training is provided by the Facility. Toddler option children have their own bathroom in Classroom 2. There is no hot water available in the children's sinks. LPA observed dispenser soap and disposable towels in the children's bathrooms. Staff have separate bathrooms, located in the back of the building, that can be utilized by sick children if necessary. Sick children are isolated in the director's office and isolation equipment is provided. The Facility will utilize the 3 step method of soap/bleach/water for disinfecting purposes.

LPA observed that the Facility is clean, safe, sanitary, and in good repair for children, staff, and visitors. The Facility has adequate ventilation, including central air conditioning/heating. Jackie states that a third party provides cleaning services Monday through Friday in the evenings. Jackie understands that the Facility must be kept free of flies and other insects & rodents. LPA observed that all furniture and equipment is in good condition and safe for the children. LPA observed a complete First Aid kit in the Facility.

The Facility provides AM/PM snacks for the children. Children bring lunch from home or can purchase hot lunch provided by a contracted third party vendor. The kitchen area is equipped with a refrigerator, microwave, toaster, ovens, dishwasher, and sink with hot and cold running water. Facility will use disposable and reusable dishes and cups that are cleaned and sanitized daily. LPA observed solid waste containers with tight-fitting lid in each Classroom. There is adequate equipment, supplies and toys for the preschool children in each Classroom. Drinking water is readily available for the children in the Facility and in the outdoor playground area via water dispensers/disposable cups/reusable water bottles.

Outdoor measurements are as follows:

PRESCHOOL PLAYGROUND (facing S. Pastoria Ave):

54.000 x 16.415 = 886.410

PRESCHOOL PLAYGROUND (facing back parking lot):

69.166 x 110.000 = 7,608.260

TOTAL OUTDOOR SPACE: 8,494.670 sq. ft. divided by 75 = 113 children.

The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. The toddler and preschool children will use the playground areas at different intervals throughout the day. Toddler children will use the playground area facing S Pastoria Ave and the preschool children will use the playground area facing the back parking lot. Outdoor schedules for both components are on file. Waiver for playground space is on file. LPA observed that the outdoor equipment is age appropriate and in good condition. There is a secure play structure in the main playground (facing back parking lot) that is age appropriate for the preschool children. There is sufficient cushioning materials (rubber surfacing) under and surrounding the play structure. Shade is provided by building overhangs and canopies. LPA did not observe any bodies of water. The Facility does not provide transportation.

Jackie Funk, director, was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA advised Jackie that a license for 188 children, including 22 toddler children in Classroom 2, is approved effective today, February 16, 2024.

Exit interview conducted and report was reviewed with the director, Jackie Funk. A notice of site visit was given and must remain posted for 30 days.
