Licensing Program Analysts (LPAs), Cortney Nelson and Jessica Bongardt, met with Administrator, Jatin Sanghrajka, for an unannounced Required- 3 Year Inspection. LPAs were granted access to the facility by Jatin and toured both indoors and outdoors during the inspection. Upon arrival, there were eighteen (18) children and four (4) staff members present, which is compliant with the facility license capacity and ratio requirements. LPAs observed all required postings near the entrance to the facility and the hours of operation are Monday – Friday, 8:00AM-6:00PM (9:00AM-12:00PM half day).

LPAs reviewed sign-in/out, facility roster, and fire/disaster drill log during today’s inspection. Sign-in/out was observed to be completed digitally with full legal signature and time of day. Jatin states that the facility is in the process of transitioning to using Brightwheel, which will begin March 1st. The last fire drill was conducted on 1/10/2024, which is compliant with the six-month requirement for facilities. LPAs observed two fully charged 2A10BC fire extinguishers (last serviced: 12/2023), built in fire detection system that is checked annually, and a functioning carbon monoxide detector. Jatin states that he does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. There are no weapons or firearms on the premises.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

Indoor areas of the facility were inspected by the LPAs today and observed to be clean, orderly, and safe for the day care children. Jatin states that the facility currently utilizes classroom 2 and 4 for the preschool children and rarely uses classrooms 1 and 3. Classrooms 6 and 5 are currently utilized by the school-age program which is a heritage program and not subject to state licensing requirements. LPAs observed sufficient age-appropriate materials, toys, and play equipment and the furniture is in good condition and safe for children. LPAs advised that cots used for children's napping shall be equipped with sheets and washed at least weekly. Drinking water is readily available for children via water fountains and water bottles from home. The children’s bathrooms are clean, sanitary, and operable. It is equipped with a diaper changing table for use by children as needed. There is a separate staff bathroom, not utilized by the children, which an isolated child can use if necessary. There is a working telephone in the facility.

The outdoor area of the facility was inspected and observed to be fenced in. The facility has a waiver for shared use of the playground between the preschool component and heritage school-age program and LPAs observed that the conditions of the waiver were met as the preschool program uses the playground in the AM and school-age in the PM. The playground is in good condition, age-appropriate, and has sufficient resilient materials (rubber padding) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by a large tree overhanging the outdoor area.

The facility does not provide food to the children, all food for the children is provided by parents/authorized representatives.

Five (5) children’s files were reviewed and all required documents were present. Five (5) staff files were reviewed and most required documents were present. LPAs advised of required proof of measles immunization and influenza (or signed declination). Fully qualified teachers must have twelve (12) semester ECE units (child development; curriculum/program; child, family, community) and LPAs advised regarding staff that have completed quarter ECE units. The Site Director has current Mandated Reporter training that expires 1/5/2026 and First-Aid/CPR that expires 5/1/2025. LPAs reminded that the Mandated Reporter Training must be renewed by all staff every 2 years. LPAs additionally advised that Site Directors shall complete eight (8) hours of Preventative Health and Safety course in addition to CCLD Operations and Record Keeping Orientation.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. The facility completed water lead testing on 11/9/2023 and no action level exceedances were found.

Jatin understands that the Site Director shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPAs reminded that there shall be at least one person with valid CPR and First-Aid certifications on site at all times.

Exit interview conducted and report was reviewed with the Administrator, Jatin Sanghrajka.

As a result of today’s inspection, deficiencies were cited, see LIC809-D.
