1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On Wednesday, July 26, 2023 at 10:15 AM, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required 1 Year Visit. LPA met with the Director Anupama Malhotra and explained the purpose of today's visit. Present on this visit were 2 staff and 15 preschool children. Facility's operates from Monday to Friday 8 AM to 6 PM. LPA toured the facility to conduct a Health and Safety Inspection with the Director. Facility’s License, Parents’ Rights Poster, Personal Rights, Activity Schedules and a Waiver were observed to be posted. At, 10:30 am, LPA observed teacher to children ratio requirement. At 10:30 am, LPA observed children were engaged in various activities under the visual supervision of the teachers. At this time, only 2 rooms are being used which are the Pre K room adjacent to the bathrooms and the Toddler room next to the outdoor playground. The classrooms, restrooms, pantry, storage room, and office area were inspected. The Director stated that facility does not possess nor store any weapons on the premises. Disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. Furniture and equipment such as mats, cots, tables, and chairs were age appropriate and were in good condition, free of sharp, loose, or pointed parts. Bathroom for children and Staff to use were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from tripping hazard. Outdoor activity space is fenced and was inspected. The play equipment was maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities. See LIC 809 C.

Children's lunches and snack were brought from home at this time. Food and beverages were kept protected against contamination and spoilage. Food storage area were clean, free of litter, rubbish, and rodents/vermin. Trash cans for solid waste had tight-fitting covers on and were in good repair. LPA observed Smoke and Carbon Monoxide Detectors, fire pull stations and fire extinguishers. LPA reviewed the Facility's a Fire and Earthquake Disaster Drills Log and the last date drill conducted on June 2023. LPA reviewed the facility's Fire Permit from the City of Milpitas with an expiration date of 12/31/2023. Facility does not provide transportation for children, but Director understands that children cannot be left alone, unattended in park vehicles.

At 11 am, LPA reviewed Facility files. At 11:10 am, LPA reviewed Children sign in and out logs. At 11:30 am, LPA reviewed a sampling of Children's files, the records reviewed include Admission Agreement, Identification and Emergency Information, Medical Assessment, and Immunization. At, 11:15 am, LPA reviewed a sampling of Staff's files. There was at least one Teacher with current certification in Pediatric CPR and First Aid present at the facility during inspection. LPA reminded the Director that AB 1207 Child Care Providers training online at https://mandatedreporterca.com/ requires 2 year requirement. Record review included Staff Immunization records of Measles and Pertussis immunization, Influenza vaccination and TB clearance. LPA reminded the Director that only the Influenza vaccination can be decline with a written declination. LPA obtained copies of the 500 Personnel Report.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed to the Director that CDSS has revised the ARPA survey to meet federal requirements. As a result, all child care providers must complete anew American Rescue Plan Act (ARPA) survey by August 15, 2023. LPA reminded the the Licensee's Capacity Change / Toddler Option application received on 06/14/23 and currently pending status. LPA provided the Santa Clara County Office of Education Childcare Resource and Referral (R&R) Program.

There are no deficiencies cited on this visit.

A notice of site visit was given and must remain posted for 30 days.
