On 2/12/2024 Licensing Program Analyst (LPA) Melanie Otsuji met with Director, Senchal Rodriguez, for an Unannounced Required 3 Year Inspection. Also present during the inspection were 14 additional staff and 38 infants/toddlers. The infant/toddler component operates out of 5 classroom (Peek A Moo, Mary Had a Little Lamb, 3 Little Pigs, Pat the Pony and Pokey Puppy). Facility operates Monday through Friday 6:30am - 6:30pm. Facility also has a preschool component (max cap: 76) on site. LPA conducted a health & safety inspection.

The facility has ample age-appropriate materials in the classroom that were observed to be clean and in good condition. All toxins, cleaning products, and hazardous materials were observed to be in inaccessible areas. All cribs used for sleeping were observed to be free of defects, clean and in proper working order. All sleeping materials were properly stored and well maintained. All food is properly stored and labeled. The diapering areas were observed to be clean, properly cushioned, and free from any defects. There are carbon monoxide detectors, smoke detectors, and fully charged fire extinguishers on site.

All food prep areas were observed to be clean and free from defects. Children bring their own food from home. All food that is brought from the children’s home was observed to be properly labeled and stored. All children have access to clean drinking water on site as well. The outside play yard is fully fenced, clean, and free from hazards with ample amounts of shade for the children. There is a sandbox that was observed to be clean and free from hazards. LPA did not observe any harmful or unattended bodies of water in or around the facility.

All cleaning products were stored separately from food. The facility is operating within its licensed capacity and is in ratio today. All staff working have obtained a criminal record clearance, exemption, or transfer. The fire/disaster drill log is complete. A physical census of the children was taken and cross referenced with the electronic sign in an out log. All children were properly signed in by their parent or authorized representative. All required postings are posted and made visible in the office. LPA obtained a sample of the children’s files, the staff files, and the facility files.


Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in https://www.cdss.ca.gov/Portals/9/CCLD/PINs/2021/CCP/PIN-21-21_1-CCP.pdf. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
