On 08/12/19 Licensing Program Analyst (LPA) Monica Mathur and Licensing Program Manager (LPM) Sandy Knight conducted an announced Pre-licensing Inspection at Guidepost Montessori and met with Program Compliance Director, Aaron Bailey . Licensee has applied for Preschool program with Toddler option. LPA toured the physical plant, indoor and outdoor, in-use and off-limit areas and measured the space available for children.
INDOOR MEASUREMENTS:
Preschool Room:
(Total Space) – (Encumbered Space)
= ( 654.352 sq. ft.) – ( 29.455 sq. ft.)
= 624.897 sq. ft. divided by 35 sq ft per child
= 17 children
There are 3 sinks (2 in the restroom, 1 in the classroom), 3 toilets, 9 tables, 17 chairs, 18 cubbies, and 30 sleep mats for the children. The preschool restroom is located just outside the classroom and supervision of children while using the restroom was discussed. Water is available by using pitchers and cups in the classroom. There is a 2A10BC fire extinguisher in the classroom and the Medical Kit is equipped with sufficient materials. Classroom has adequate toys, activity materials and supplies and all furniture is age appropriate and in good condition.

An electronic sign in/out system will be used. The center will not provide transportation. There is a working telephone which is (650) 382-0550.

This facility does not plan to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS will be submitted with Licensing Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. Medication will be stored in the Director’s Office.

A review of staff records during today's visit indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA reminded Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12-month period. LPA discussed Postings that are required to be in public view and Parent Notification Requirements (AB 633).

The preschool campus will be shared with an Elementary School Program which is licensed and regulated by the Department of Education. LPA discussed requirement to ensure that there is no co-mingling among preschool, toddler and elementary children during both indoor and outdoor activities.

LPA obtained an updated application during today's inspection for 17 Preschool children and 12 Toddler Option children. The facility will be licensed for 17 Preschool and 12 Toddler children pending management approval.

The Toddler classroom has 3 sinks (1 inside the restroom, 2 outside in the classroom), 1 toilet, 2 potty seats, 8 tables, 14 chairs, 16 cubbies, 24 cots, 20 hooks for jackets/backpacks. The toddler restroom is located inside the classroom and has a folding diaper changing table. Water is available by using pitchers and cups in the classroom. There is a 2A10BC fire extinguisher in the classroom and the Medical Kit is equipped with sufficient materials. Classroom has adequate toys, activity materials and supplies and all furniture is age appropriate and in good condition. Toddlers will enter the main building through the main entrance, get signed in at the Main Lobby and walk through the Common Space corridor, kitchen and enter the toddler classroom.

There is a staff restroom located adjacent to the Kitchen. Another restroom next to the Staff Restroom is to be used by the Elementary School children. Sick children will be isolated in the Director's Office and isolation equipment will be provided. The Isolation restroom to be used is the staff restroom. Center will provide AM and PM snacks and children will bring their own lunch. LPA observed trash cans with tight fitting covers for the disposal of solid waste. Smoke and carbon monoxide detectors and fire pull stations are located throughout the facility. A Fire inspection was completed on 06/13/19 by Santa Clara FD. The facility staff will clean toys and equipment daily with cleaning wipes and solutions that will be kept inaccessible to children in the cabinets. The center will be hiring a janitorial service for daily cleaning and garbage disposal.

OUTDOOR MEASUREMENTS
Total – (Encumbered Space)
= (7294.701 sq. ft.) – (26.424 sq. ft.)
= 7268.281 sq. ft. divided by 75 (sq. ft. / child)
= 96 children
The playground area is surrounded by appropriate fencing and the outdoor surfaces are safe. There is resilient material under climbing structures. Shade is provided by canopies, trees, and building overhangs. Drinking water outdoors is available via water pitcher and disposable cups. There is a gardening area designated in the outdoor play ground. Outdoor space will be shared between toddler and preschool program. Licensee had applied for a waiver requesting common use of outdoor space by toddler and preschool program. Both programs will have separate outdoor schedules so that children do not commingle while outside.
