Licensing Program Analysts (LPA) Anna Morales conducted unannounced Annual/Required Inspection ( Tool Kit One) LPA met with Licensee, Manmeet Setia and explained the purpose of today’s inspection. Present in the home were Licensee, day care children (7 preschool age children and one elementary school age child). There was ventilation for safety and comfort. Last fire drill was conducted on 3/3/ 2021 .

Upon arrival, some of the children were eating breakfast and others were engaged with age appropriate activities outside the house under the supervision of a staff and Assistant Yoshika De Silva. Observed three high chairs, chairs and tables and mats that are sanitized daily. There is water provided Days and hours of operation are Monday - Friday from 8:00 AM -5:00 PM. Adults over the age of 18 and residing in the home are Licensee's, adult son (Hardeep Setia), Assistant (Yoshika De Silva), spouse (Gurinderpal Setia). Licensee states that she does not have any minor children. All adults have Criminal Background Check Clearances, TB clearance and signed Criminal Record Statements LIC508 on file with Licensing Office.

The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children in the home. All detergents, cleaning compounds, medications, and other similar items are inaccessible to children. Furniture and equipment, such as mats, feeding chairs, and tables were age appropriate and in good condition. The home is clean, orderly, and safe for the day care children. LPA observed a barricaded fireplace and no wall heaters installed. LPA observed the Applicant has a fully charged fire extinguisher (3A40BC) in the home. LPA observed all cleaning compounds and medications are inaccessible to the children in the home. LPA observed the home has working smoke/carbon monoxide detectors.

No baby walkers were observed in the home and Licensee stated that she understands that they are not allowed in the home. Licensee states that she does not have any firearms or pets inside the home.

The off limit areas inside the home are master bedroom, bedroom #2, bedroom #3, study room, and detached garage. The family room is used as a designated area where a child(ren) can be isolated if exhibiting signs of illness. The off limit areas inside the home are inaccessible to children.

LPA toured the kitchen and observed that sharp utensils, lighter/matches, or open bottles of alcohol are inaccessible to children. The Applicant understands that any food/drink which is brought by parent(s) of day care child(ren) must be properly labeled with the child(ren) name and properly stored or refrigerated.

LPA toured one bathrooms ( hallway) and observed that the bathroom toilets and faucets are clean, safe, and operable. LPA observed that the bathtub and shower are free of any hazards. LPA observed that all shampoos, soap, medication, mouthwash, perfumes, razors.

LPA toured the backyard area and observed the backyard area is adequately fenced and there are no bodies of water. All poisons are stored in the locked cabinet which inside the garage.

Incidental Medical Services (IMS) policy was discussed. The Licensee stated that she currently does not have any children in care who requires IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.

LPA reviewed four of the eleven Emergency Information Cards(LIC700) were complete and updated. LPA reminded Licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who comes in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12-month period.

Licensee does have current Mandated Reporter Certificate. The last Mandated Reporter Certificate is set to expire on 7/2021. LPA discussed Senate Bill 792, Assembly Bill (AB) 1207 (Mandated Child Abuse Reporting Training) which is required training that began on January 1, 2018 and requires renewal every two years, AB 633 was discussed with applicant Licensing forms, Title 22 regulations, can be obtained through the internet at www.ccld.ca.gov. Mandated Reported Training can be accessed atwww.mandatedreporterca.com.

Licensee and staff have a current CPR and First Aid card that expires on 2/2023.

LPA also provided the e-mail address for the advocates in order to be added to the quarterly newsletter mailing list, childcareadvocatesprogram@dss.ca.gov

No deficiencies are being cited based on the LPAs observations, interviews conducted and records reviewed in accordance with the California Code of Regulations Title 22.

LPA conducted an exit interview with the Licensee .

A NOTICE OF SITE VISIT WAS ISSUED, AND TO BE POSTED NEAR THE ENTRANCE TO THE FACILITY, AND MUST REMAIN POSTED FOR 30 DAYS.
