Licensing Program Analyst (LPA) Stephanie Collins and Licensing Program Manager (LPM) Sandy Knight conducted an annual and pre-licensing inspection of the family day care home. LPA and LPM met with Licensee, Santoyo- Morales Maria De Jesus and explained the purpose of today's inspection. Also present in the home was the Assistant Provider Barbara Santoyo with a total of 7 children in care during today’s inspection Licensee has applied for a large licenses.

Off limits areas of home are bedrooms 1 and 2, tenants room and landlords storage area and the backyard . The open garage/carport play area is approved for day-care activities.

A Fire Clearance was obtained for a Large Family Child Care Home (FCCH) License was granted on 06/07/2019. The home has been licensed as a small FCCH since 06/26/2017, thus the Licensee has over one years of experience which is required to apply for an increase to a Large FCCH. Days and hours of operation are Monday through Friday from 06:00 AM – 6:00 PM.

Licensee resides in the home with her husband and their two minor children. .

A review of staff records on 07/1/2019 show that Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA reminded Licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who comes in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12-month period.

LPA reviewed with Licensee the maximum capacity for a Large Family Child Care Home License. The licensee understand the capacity and ratio for Large Family Home. Licensee understand a helper must be present any time there are 9 to 14 children present . When Licensee have more than 12 and up to 14 children in the home, Licensee must notify the parent using the form LIC9150 “Parent Notification Additional Children in Care.”

Licensee states that currently she is not providing Incidental Medical Services. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Beginning January 1, 2019 AB2370 requires licensed homes and centers to share information on the risks and effects of lead exposure with enrolling and re-enrolling families. LPA provided a copy of the “Lead Poisoning Facts Information Flyer” to the facility.

Safe sleep information was reviewed with Licensee.

LPA referred the Licensee to the Department website: www.ccld.ca.gov for additional information.

Exit Interview was conducted, where this report, A copy of this report was given to Licensee.



A NOTICE OF SITE VISIT WAS ISSUED, AND MUST BE POSTED FOR 30 CONSECUTIVE DAYS.

A large Family Child Care Home Licenses will be effective today pending management approval.

Licensee's Pediatric CPR and First Aid expires on 05/04/2021 . Licensee and assistant both have records showing proof of immunity against Measles, influenza and Pertussis. Licensee's AB1207 Mandated Reporter Training Certificate expires on 01/15/2020.

LPA reviewed the roster of children in care and a copy was obtained. LPA reviewed the children's files. Records reviewed include Parents' Rights, immunization, Emergency Contact Information, and Consent for Emergency Medical Treatment form. The form LIC 282 "Affidavit Regarding Liability Insurance" were kept in the children's file.

LPA inspected the indoor and outdoor areas of the home. Smoke and Carbon monoxide detectors were tested and proved to be functioning. Fire and disaster drills were last conducted and recorded on 3/12 /2019. LPA observed a fully charged fire extinguisher. The fireplace is screened and wall heater is properly barricaded. Medication, cleaning products and similar items that can pose a danger to children are stored inaccessible to children. Licensee states that there are no weapons in the home. Licensee has one pet dog. Per Licensee, the dog is current with vaccination. The backyard is fenced, licensee state the backyard is off limits. In the garage area there is a temporary barricade around the washer and dryer preventing the children’s excess, however Licensee plans to install a more permanent structure . LPA observed a garage/carport that appears to be safe during this inspection. There were no bodies of water observed.

Licensee stated she does transport children. Licensee has a current driver license. Licensee understands that children cannot be left in parked vehicles unattended at any time, the motor vehicles used to transport children in care shall be maintained in safe operating conditions, and all vehicle occupants must be secured in an appropriate restraint system.
