NARRATIVE

Facility was informed that due to COVID-19 situation and "Shelter in Place" Order, this LIC809 Facility Evaluation Report will be emailed to the facility. Facility’s reply to the email will serve as acknowledgement that the report was received. The Case Management Tele-Inspection is in response to facility’s request to increase the Preschool Program's capacity from 48 to 86 children. A Fire Clearance has been granted for the increase on April 20, 2020. Rooms 1 through 7 are currently licensed for the Preschool Program. Owner states that the Springbridge Elementary School Kindergarteners are occupying three rooms located on the second floor of the building. Owner confirmed that children from preschool program will not be commingled with the kindergarteners. The following measurements were taken by LPA Rangel on 10/18/19: PS Room 1: 27.500 X 22.833 = 627.908 PS Room 2: 31.167 X 19 = 592.173 minus 2 (encumbered space) = 590.173 PS Room 3: 19.500 X 30.333 = 592.100 minus 27.251(encumbered space) = 564.849 PS Room 4: 5.500 X 5.667 + 4.333 X 4.083 + 1.500 X 3.750 + 4.250 X 3.750 + 26.583 X 22.333 + 12.167 X 5.833 = 735.059 minus 104.956 (encumbered space) = 630.103 PS Room 5: 22.333 X 21.083 = 479.847 minus 32.801 (encumbered space) = 447.046 The following measurements were taken on 7/25/19 by LPA Rangel: PS Room 6: 17.583 x 12.917 = 227.120 minus encumbered space .625 = 226.495 PS Room 7: 17.667 x 12.083 = 213.470 TOTAL INDOOR SPACE 3,300.044 SQ. The following outdoor measurements were taken by LPA Rangel on 03/22/18:

Outdoor preschool measurements:
68.083 x 48.417 = 3,296.375

TOTAL PRESCHOOL OUTDOOR SPACE: 3,296.375 sq ft divided by 75 = 43 children.

Licensee has requested for a capacity of 86 children even though the playground supports a capacity of 43 children. Licensee will submit a request for a waiver and a playground use schedule.

The preschool program has a total of 5 toilets (75), 1 urinal (15), and 6 sinks (90) available for children. Owner states that cold and warm water is available in the children's sinks. Children's bathrooms are located next to the Meeting Room. There is one stall in the Women's Bathroom assigned for Staff Only and one stall for the Kindergarteners. The sick child will use the staff stall if needed and will be accompanied by a staff member. The sick child will be isolated in the Director's Office and isolation equipment will be provided. Owner states that there are 20 tables, 100 chairs, 78 mats, 27 cots and 90 cubbies. Solid waste containers with tight-fitting covers are located throughout the facility. Drinking water indoor is via individual water bottles. LPA observed functioning smoke and carbon monoxide detectors at the facility.

The preschool playground is surrounded by fence. LPA observed age appropriate indoor and outdoor play equipment. There are resilient materials under outdoor climbing play structure and shades are provided by trees and building overhang. Drinking water is available outdoor via individual water bottles. LPA did not observe any bodies of water.

Exit Interview was conducted, where this report was reviewed with Owner, Robert Regan. Facility will complete the following by May 18, 2020:

1. Since the Preschool Playground only measures for 43 children and will be sharing the playground with the Elementary School Kindergarteners, Facility would like to submit waiver requests to be licensed for 86 children although the playground is only measured for 43 and to share the Preschool Playground with the Kindergarteners at different times. These requests should also include an outdoor activity schedule showing that no more than 43 children will be using the Preschool Playground at one time and that Preschool age children are not to be commingled with the Kindergarteners in the Preschool Playground.
2. Revised facility sketch (1st floor) and sketch of the second floor.

Owner was advised that once Licensing Office receives the items above, Facility’s request will be submitted to Licensing Management for approval.

There were no deficiencies cited.
