1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analysts (LPAs) Tuoc Doan and Shannel Brown conducted a scheduled Pre-Licensing inspection of the facility as result of a request for a change in ownership from current Licensee East Side Union High School District (License#430703727) to Applicant Kidango, Inc. LPAs met with Kidango, Inc. Representative: Margarita Saucedo, Program Compliance Manager. Applicant Kidango, Inc. is applying for a License to operate a Preschool Center with a capacity of 28 at 3200 Senter Road San Jose, CA 95111. The Preschool Center is located in Room 102 of a functioning school site: Andrew Hill High School. The facility has been granted a Fire Clearance on 05/23/2019. Kidango Andrew Hill Preschool Center will operate Monday through Friday from 07:00AM to 06:00PM, serving children ages 2 years to entry into Kindergarten. Facility's phone # (408) 928-5211. Licensee East Side Union High School District has provided written notification to the Department and to families of the intent to change ownership and that Licensee will continue to provide services to families through 06/28/19. The building was inspected inside and out. Indoor space was measured to ensure that there is at least 35 square feet of indoor activity space per child based on the total licensed capacity. Indoor Activity Space Measurements are as follows: Room 102 = (1,061.687 sq. ft.) – (Encumbered Space) = (1,061.687 sq. ft.) – (98.262 sq. ft.) = 963.425 sq. ft. *Total Indoor Activity Space = (963.425 sq. ft.) divided by (35 sq. ft. / child) = 27 Children*

The Director meets the qualification requirement and has completed 16 hours of training on preventive health practices, which included pediatric cardiopulmonary resuscitation and pediatric first aid, and one hour on Child Care Nutrition. Director has a current Child Development Site Supervisor Permit issued by the CA Commission on Teacher Credentialing that expires on 05/01/2023. Director has proof of immunity against Measles and Pertussis, and Health Screening with Tuberculosis test result. Director’s AB1207 Mandated Reporter Training Certification expires on 12/12/2019.

LPAs informed the facility that as of today, 06/20/19, only Director Mai Ton and Program Compliance Manager Margarita Saucedo have received Criminal Background and Child Abuse Index Clearance and are associated to the facility Kidango Andrew Hill. LPA reminded the facility of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license, and who come in contact with or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person per day up to $500.00 per person. For a subsequent violation within a 12-month period, civil penalty amounts to $100.00 per person up to $3000.00 per person.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Facility is encouraged to visit the Department’s website at www.cdss.ca.gov [Shortcut: www.ccld.ca.gov] to access resources for Providers, Regulations, Annual License fee, Adoption of new Laws, etc.

Exit Interview was conducted, where this report was reviewed and discussed with Program Compliance Manager. Program Compliance Manager was informed that the facility only has enough activity space for a maximum capacity of 27. Therefore, LPA requested Applicant to submit an updated form LIC200A.

Kidango, Inc. was informed that once Licensing Office receive the updated LIC200A, their file will be submitted to Licensing Management for review and final approval. Once final approval is received, Kidango, Inc. will then be issued a license to operate the Preschool Center at this address.

Outdoor space was measured to ensure that there is at least 75 square feet of outdoor activity space per child based on the total licensed capacity.

Outdoor Activity Space Measurements are as follows:
Outdoor Activity Space = (3,019.305 sq. ft.) – (Encumbered)
= (3,019.305 sq. ft.) – (105.913 sq. ft.)
= 2,913.392 sq. ft.

Total Outdoor Activity Space = (2,913.392 sq. ft.) divided by (75 sq. ft. / child) = 38 Children

The children’s restroom has two toilets and two sinks. There are two sinks in the classroom. LPAs observed soap dispenser and disposable towels in the restroom. Only the sink in the Kitchen has hot water. There is a designated staff restroom that will also be used by children who are ill. The Office will serve as an isolation area for children who are ill and has equipment for children to rest. LPAs observed that Facility has toys, furniture, and equipment for the children to use. There were three tables, at least 27 chairs, and 28 cubbies present. The facility has cots for children to use for napping.

The outdoor activity space is enclosed with fencing and is physically separated from space used by other programs. The space is equipped with a variety of age-appropriate toys and equipment such as a play structure. Playground equipment has rubber padding used as resilient material. Shade is provided by building overhang. Facility has water fountains indoor and outdoor and has igloo to ensure that drinking water is available to children. Director stated that the facility will not be providing transportation.

Facility will provide Breakfast, Lunch, and an afternoon Snack. Meals and Snacks will be prepared at an off-site, centralized location, and will be delivered to the facility. Facility has a Kitchen equipped with refrigerator, microwave, oven, and stove to store, heat, and/or cool the food as needed. LPAs observed container used for storage of solid wastes has tight-fitting cover on. Detergents, cleaning compounds, sharps, medicines, and other items which could pose a danger if readily available to children are stored where they are inaccessible to children in care. Storage room and Laundry room on site were locked. At the end of the day, facility will receive janitorial service provided by East Side Union High School District.
