Licensing Program Analysts (LPA) Stephanie Collins conducted an announced tele-pre-licensing inspection of the Facility via video call (Facetime ) LPA met with Stefanie Nanez and Brittanie Irby and explained the nature of today's inspection. Operating hours will be 7:00am to 6:00pm. LPA toured and measured the indoor areas of the facility during today's inspection outside measurements taken 06/25/2019. Facility also has a Preschool Program (License #434415865) located in the same building at this address. Due to the current COVID-19 situation, and "Shelter in Place" Order " today's Facility Evaluation Report (LIC 809) is being generated remotely and will be emailed to her upon the completion of today's tele pre-licensing inspection Stefanie or Brittanie’s reply to the email will serve as acknowledgement that the report was received.

This site visit is in response to facility’s request to add an Infant program and room maximum capacity 8, ages 6 weeks until 2 years old.

The Infant Program will utilize the “Infant Room”. A Fire Clearance has been granted for the Infant room on 09/28/2020.

The Infant room has a designated napping area separate from the indoor activity area, a child safety gate was observed at the entrance point of the napping area. In the designated napping area, there shall be at least 15 square feet of indoor space for each child's bed, cot, floor mat or couch; and for each infant's crib, cot or floor mat per regulation. LPA inspected and assisted Stefanie and Brittanie while taking measurements of the infant’s indoor activity space and encumbered space to determine the maximum capacity that meets the requirement of 35 square feet of indoor activity space per child

The following are the measurements:

Infant Indoor Activity Space:
Infant Room = (Total sq. ft. of Room 2) – (Total Encumbered Space in Infant Room)
= (521.32 sq. ft.) – (7.34. sq. ft.)
= 294.34 sq. ft.
Total Indoor Activity Space = (294.34 sq. ft.) divided by (35 sq. ft. / child)

Backyard: 2,595.762 ft

LPA observed that the Infant room has 1 sink and 1 changing tables. The changing table is within arm's reach of a sink. There are cribs in the napping room, napping mats available, and a potty chair was is provided for the older infants (potty training) . There are cubbies, feeding chair, tables, trash cans with tight fitted lids, and paper towel and hand soap near the sink. The facility has a kitchen equipped with a microwave, a sink with hot and cold running water, and a refrigerator as well as a microwave inside the infant room. There are separate staff restrooms Infant, who becomes ill will be isolated in the office and isolation equipment will be provided.

The Infant yard is surrounded by fence and is physically separated from the Preschool Yard. LPA observed age appropriate indoor and outdoor play equipment. There are resilient materials under outdoor climbing play structure and shades are provided by building overhangs. Facility will follow each infant’s Feeding Plan. Feeding chairs and other appropriate seating equipment will be used to seat infants during feeding. Infants shall be held during feedings if they are unable to sit unassisted. Propped bottles are not permitted. Director is advised that baby walkers shall not be kept or used on the premises of a child day care facility. Drinking water should be readily available. LPA did not observe any bodies of water during the visit.

At the conclusion of the site visit, Director was informed that due to the COVID-19 situation, this LIC809 Facility Evaluation Report will be generated at the Licensing Office and emailed to the facility. Facility’s reply to the email will serve as acknowledgement that the report was received.

Facility is encouraged to frequent the Department’s website at www.cdss.ca.gov [Shortcut: www.ccld.ca.gov] to access resources for Providers, Regulations, Annual License fee, Adoption of new Laws, etc.

Exit Interview was conducted. LPA informed Director that facility will need to complete the following prior to application moving forward .
  1. Submit an outdoor activity sketch identifying which playground will be used for outdoor Infant play yard. (separate from space used by preschool children).
  2. Submit an updated form LIC 200A (Application to reflect maximum allowed capacity of 8 Infants in infant room.
  3. All required application documents have been submitted.


Director was informed that once Licensing Office receives the items above and reviewed for content and compliance with regulations. Facility’s request for Infant Licenses will be submitted to Licensing Management for the final stage of review and approval.
