Licensing Program Analyst (LPA), James Santos conducted an unannounced Required - 1 Year inspection at the facility today for their infant program. LPA met with Director, Stefanie Nanez and Lead Teacher, Brittanie Irby.

The Infant Program operates in a separate room. The children in the Infant Program have their own play area separate from the preschool children. Facility's License, Notification of Parents’ Rights, Child Car Seat Law, Personal Rights (LIC 613A), Emergency Disaster Plan, and Earthquake Preparedness Checklist, Activities schedule and Menu were observed to be posted. The center's operating hours are Monday through Friday 8:00 AM to 5:00 PM.

LPA inspected the facility with Lead Teacher. The facility is operating in compliance with teacher to children ratio requirement. Per Lead Teacher, that facility does not have weapons on the premises. Furniture and equipment were observed to be age appropriate and in good condition. Disinfectants, cleaning solutions and other items that are dangerous to children are stored and inaccessible to children. Trash cans for solid waste had tight-fitting covers on and are in good repair. Fire extinguisher, smoke and carbon monoxide detectors were observed.

The outdoor playground area which is located on the front of the facility is surrounded and enclosed by a fence. The playground equipment were observed to be in good condition and the playground area has resilient materials to absorb falls. The backyard area space was inspected. Both playground and backyard areas were observed to be free of hazards. There were no bodies of water observed.

LPA reviewed the two (2) infants' files during today's inspection. Records reviewed include Admission Agreement, Identification and Emergency Contact, Consent for Emergency Medical Treatment form, receipt of Parent Rights Notice, Personal Rights Notice, Physician's Report and Immunization Record. LPA observed that each infant has current feeding, diaper, and nap log. The center has documentation that sleeping infants were checked every 15 minutes. Diapers are being disposed appropriately. Each infant has personal items individually stored and labeled.

Staff records reviewed include Health Screening Report with TB Clearance, Immunization (Measles, Pertussis, and Flu) record, CPR/First Aid, Mandated Reported Training, Lead Poisoning Prevention certification and required education and training.

A review of staff records indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA reminded Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violations within a 12 month period.

LPAs also discussed with Director the violations that would result in an immediate assessment of civil penalty in the amount of $500. Site Director is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Regulations, Online option to pay Annual License fee, Adoption of new Laws, etc.

Per Director, they currently do not provide Incidental Medical Services.

As a result of this inspection, there were no deficiencies cited. A copy of this report was provided to the Director.

NOTICE OF SITE VISIT WAS ISSUED. DIRECTOR WAS INFORMED TO POST THE NOTICE IN A VISIBLE LOCATION OF THE DAY CARE FOR A PERIOD OF 30 DAYS.
