Licensing Program Analysts (LPAs) Stephanie Collins and Dung Mac, conducted an announced pre-licensing inspection to the facility today. LPAs met with Barbara Graves, Applicant Representative, and Neda Ghahghahi, Site Director, and explained the nature of today's inspection. LPAs note that the Facility is located on the premises of a private school (Carden Academy of Almaden); however, the classrooms and outdoor space are physically separate from the preschool center.

LPAs toured and measure the indoor and outdoor areas of the facility during today's inspection.

INDOOR MEASUREMENTS ARE AS FOLLOWS:

Classroom 1 (Room 506): (45.42 x 27.67) minus 228.99 (encumbered)

OUTDOOR MEASUREMENTS ARE AS FOLLOWS:

(105.58 x 62.67) + (51.75 x 133.92) - 314.20 (encumbered) = 13,232.86

TOTAL OUTDOOR SPACE: 13,232.86 sq. ft. divided by 75 = 176 children


There are 15 sinks (225), 13 toilets and 4 urinals (255) available for children to use. Potty training will not be provided by the facility. Only cold water is available in the children's sinks. Staff have 2 separate bathrooms. Sick child will be isolated in office and the isolation equipment will be provided. Facility has a separate bathroom that a sick child can utilize.

LPAs did not observe any fireplaces or water heaters at the facility. All classrooms have appropriate lighting. First aid supplies are stored in each classroom inaccessible to the children. Medications will be stored in the office inaccessible to children. LPAs observed a microwave and working carbon monoxide in each classroom.

The food preparation area (kitchen) has hot and cold running water, sink, refrigerator, stoves, and storage space for food. Children will bring their own lunches. The facility will provide AM/PM snacks for the children. Snacks will be provided by Choices Lunch. Disposable utensils and plates will be utilized by the facility. LPAs observed a solid waste container with a tight-fitting lid in each classroom. Cleaning supplies will be stored on high shelves in each classroom inaccessible to children. Staff will clean and disinfect classrooms daily and as needed, there is also a daily janitorial services being utilized. There are 20 tables, 118 chairs, 159 cubbies, and 121 cots for the children. There are adequate equipment, supplies and toys for the children in each classroom. Drinking water will be readily available via coolers/pitchers/water fountain. Children are also encouraged to bring their own bottles.

LPAs observed that preschool playgrounds are surrounded by appropriate fencing. The playground equipment is age appropriate and artificial grass/rubbing padding is used as resilient materials. Shade is provided by canopy, tree, and building overhangs. There are adequate equipment, supplies, and toys for children outdoors. LPAs did not observe any bodies of water during today's inspection. Drinking water will be provided outdoors via pitchers/disposal cups. Transportation will not be provided by the Facility.

Barbara Graves, Applicant Representative, and Neda Ghahghahi, Site Director, have obtained a Criminal Records Clearance and Child Abuse Index Checks. Director has met the education and experience qualification requirement and has completed the training on preventive health practices, which included pediatric cardiopulmonary resuscitation and pediatric first aid, one hour on Child Care Nutrition, and one hour on Lead Poisoning Prevention. The Director's Pediatric First Aid/CPR Certification expires 6/6/2023. The Director has proof of immunity against Measles and Pertussis, Influenza and Health Screening with Tuberculosis clearance on file. The Director's Mandated Reporter Training for Child Care Provider Certification expires 4/3/2023.

LPAs reminded Site Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license, and who come in contact with or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person up to $500.00 per person. For a subsequent violation within a 12-month period, civil penalty amounts to $100.00 per person up to $3000.00 per person.

This facility plans to provide Incidental Medical Services – IMS and had submitted a Plan of Operation that includes IMS. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

LPAs discussed the requirements of AB 633 to Applicant Representative, Barbara Graves, and provided her the fact sheet and she understands the requirements.

LPAs conducted an exit Interview and advised Barbara Graves that a license for 120 Preschool children will be submitted for the final stage of review by Licensing Management.
