Licensing Program Analysts (LPA) Dung Mac conducted an unannounced pre-licensing inspection to the Facility today. LPA met with Sujatha Namboodiri, Applicant Representative, and Ajanta Das, Site Director. The facility has applied for the Infant program with the maximum capacity of 24 and to decrease the capacity of the Preschool program. The facility is already licensed for a Preschool program (#434416142).

The Infant Center will operate Monday through Friday from 8:00AM-6:30PM, serving Infant children ages 12 months-24 months. The Infant program will be utilizing Room 2 (Narmada) which was previously licensed as part of the Preschool component. The Preschool program is in Room 1 (Kaveri room), Room 3 (Yamuna), Room 4 (Godavari), Room 5 (Ganga), Room 6 (Nila), and Room 7 (Gomati).

LPA toured and measured the indoor and outdoor areas of the facility during today's inspection.

INDOOR ACTIVITY MEASUREMENT ARE AS FOLLOWS:

ROOM 2:
(31.750 x 20.667 + 26.083 x 8.250) - (4.083 x 4.167 + 4.000x1.833) (encumbered)
= 871.362 - 24.346 = 847.016

TOTAL INFANT INDOOR SPACE = 847.016 sq. ft. divided by 35 = 24 children

There are 2 sinks (30) and 1 toilet available for the infants. Sujatha states that the Infant program will offer the potty training. LPA observed appropriate changing tables that have raised sides (3 inches in height) and are within an arm's reach of a sink in each room.

LPA observed containers with tight-fitting lids for solid waste and diaper disposable. The facility has central heating/air conditioning and appropriate lighting in classroom. LPA observed smoke/carbon monoxide detectors. First aid supplies are stored in the upper cabinet. Cleaning solutions, disinfectants, and similar items will be stored in the upper cabinet.

There are 10 high chairs, 4 tables, 24 chairs, 12 hooks, 26 cots, and 2 potty chairs. There is adequate equipment, supplies and toys for children. Drinking water is available to children via individual bottle and water filter system in the classroom. LPA observed functioning smoke/carbon monoxide detectors in classroom. Three staff restrooms (located in the front office area) of which one is used for sick child. Sick children are isolated in the Sujatha's office and isolation equipment is provided.

Facility provides breakfast, lunch, AM/PM snacks. Meals are prepared in the facility’s kitchen. The food preparation area is functional and has hot and cold running water, sink, refrigerator, microwave, ovens, stove, and storage space for food. Cleaning and sanitation of dishes and utensils will be done via dishwasher.

OUTDOOR MEASURES:
65.000 X 16.083 = 1,045.40

TOTAL OUTDOR SPACE:
1,045.40 sq. ft divided by 75 sq. ft per child = 13 children

Infant playground has space for 13 Infants. There is not enough space for the requested Infant capacity of 24. As a result, a waiver for playground space will be requested by the Applicant Representative.

LPA observed the playground is surrounded by appropriate fencing and exclusively for Infant children. There is no play structure in the Infant playground. LPA observed the outdoor activity space is equipped with a variety of age-appropriate toys and equipment. Shade is provided by canopies. No bodies of water were observed.

Sujatha Namboodiri, Applicant Representative, and Ajanta Das, Site Director, have obtained a Criminal Records Clearance and Child Abuse Index Checks. Director’s Pediatric First Aid/CPR Certifications expire 7/10/2023. Director has proof of completion of Preventative Health Practices and proof of immunity against Measles and Pertussis, Influenza on file.

Sujatha states that facility is not providing Incidental Medical Services at this time.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with the Facility Representative, Sujatha Namboodiri. LPA advised Sujatha that a license for 24 Infant children will be submitted to Licensing Management for the final stage of approval upon the receipt of the following:

1) A waiver request for the shared playground space. Waiver was received during today's inspection.
