Licensing Program Analysts (LPAs), Cortney Nelson and Jovani Dillon, met with Site Director, Lisa Patterson, for an unannounced Required- 1 Year Inspection. LPAs were granted access to the facility by the Site Director and toured both indoors and outdoors during the inspection. Upon arrival, there were 33 children (twinkler room- 10 children, sunshine room- 10 children, & rainbow room- 12 children), four (4) staff, and the Site Director present, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility and the hours of operation for the facility are Monday – Friday, 8:00AM-4:30PM.

LPAs reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log and observed the last drill was conducted on 1/20/2023, which is compliant with the six-month requirement for facilities. LPA observed a two (2) fully charged 3A40BC fire extinguishers (last serviced: 3/2023), functioning smoke detector and carbon monoxide detector. There are children in care who require Incidental Medical Services and LPA's observed medication is properly stored out of reach of children with the proper documentation. LPAs advised IMS medication, such as inhalers and EpiPens, do not need to be locked, rather stored inaccessible to children. There are no weapons or firearms on the premises.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers, Section 101173 and 101226. The following information regarding ADA was provided: US Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm

AM/PM snack is provided by the facility and is stored, prepared, and served in a safe and healthful manner to the children. The menu is in writing and posted at least one week in advance, accessible to authorized representatives. LPAs advised snack menu should have portion sizes indicated.

Indoor areas of the facility were inspected and observed to be clean, orderly, and safe for the day care children. LPAs observed children engaged in activities such as letter tracing, playing with toys, and circle time during today's inspection. Drinking water is readily available for children in the facility via water dispensers and water bottles from home labeled with the children’s names. Staff and children’s bathrooms are clean, sanitary, and operable. There is a separate staff bathroom, not utilized by the children, which an isolated child can use if necessary. There is a working telephone in the facility. Water lead testing was conducted 3/3/2022 and no Action Level Exceedances were found.

The outdoor area of the facility was inspected and observed to be fenced in. LPAs observed play equipment was in good condition, age-appropriate, and has sufficient resilient materials (tanbark) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by canopy and building overhang. There is a functioning sink located outside that can be used by children for drinking water.

Six (6) children’s files and five (5) staff files were reviewed during today’s inspection and all required documents were present. All staff have current CPR/First-Aid that expires 11/2024 and the Site Director has current Mandated Reporter Training that expires on 9/16/2023. LPAs reminded that both trainings must be renewed every 2 years.

The Site Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Exit interview conducted and report was reviewed with the Site Director, Lisa Patterson.

As a result of today’s inspection, no deficiencies were cited.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
