Licensing Program Analyst (LPA), Cortney Nelson, met with Licensee, Maria Pires, for an unannounced Required- 1 Year Inspection. LPA was granted access to the home by the Licensee and toured both indoors and outdoors during the inspection. Upon arrival, there were 2 preschool age children present, which is compliant with the home license capacity and ratio requirements. LPA observed all required postings near the entrance to the home. Hours of operation for the facility are Monday – Friday, 7:30AM-5:30PM.

Licensee states that there are no additional adults over the age of 18 residing in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA observed a fully charged 3A40BC fire extinguisher, functioning smoke detector and carbon monoxide detector. Licensee was unable to locate fire/emergency disaster drill log during inspection. Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. The Licensee states that there are no weapons or firearms in the home.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Family Child Care Homes, Section 102417. Indoor areas of the home were inspected by the LPA today and observed to be clean, orderly, and safe for the day care children. Off-limits areas of the home (indoors): entire second story, first story bedroom, bathroom, living room, family room, kitchen, and attached garage. There are no open-faced heaters in the home. LPA observed sufficient age-appropriate materials, toys, and play equipment in the home. Drinking water is readily available for children in the facility via water dispenser and water bottles from home. The bathroom in the home is sanitary and operable. The Licensee has a working telephone in the facility. Stairs are barricaded appropriately to keep day care children safe.

LPA observed accessible prescription medications and products to be "kept out of reach of children" in the bathroom and kitchen area of the home. Knives in the kitchen were on the counter, reachable by children. All materials were moved to be inaccessible to children prior to the end of todays inspection.

The backyard area of the home was inspected. LPA observed sufficient play-equipment and supplies for the children that are in good condition and age-appropriate. Off-limit areas outside of home include: both side yards and backyard space beyond the fenced area. No outdoor bodies of water were observed during todays inspection. Fence was observed to be open and unlocked. Cleaning products, bug killer, and garden tools located in the backyard were out and accessible to children. All were moved to be inaccessible to children prior to the end of todays inspection.

Licensee does not currently care for infants, however LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

2 children’s files were reviewed during todays inspection and all required documents were present, including Affidavit Regarding Liability Insurance (LIC282) and Notification Additional Child in Care (LIC9150). Licensee's file was reviewed and all required documents are present. Licensee has current CPR/First-Aid that expires 1/15/2024. The Licensee's Mandated Reporter Training that expired on 1/19/2022. LPA reminded Licensee that CPR and Mandated Reporter training must be renewed by all staff every 2 years.

Supervision of children was discussed with the Licensee and she understands that she must be home during day care hours and ensure that children are supervised at all times. The Licensee states that she does not transport any day care children. LPA reminded Licensee that children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping.

Exit interview conducted and report was reviewed with the Licensee, Maria Pires.

As a result of todays inspection, deficiencies were cited.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

LPA informed licensee, Maria Pires, that this report dated, 4/25/2022, documents 1 Type A citation which shall be posted for 30 consecutive days as there was immediate risk to the health, safety, or personal rights of children in care.

Also, LPA informed the licensee to provide a copy of this licensing report dated 4/25/2022 that documents the Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
