Licensing Program Analyst (LPA), Cortney Nelson and LPA Jen Beehler, met with Licensees, Lisa & Jose Hernandez, for an unannounced Required- 1 Year Inspection. LPAs was granted access to the home by the Licensee and toured both indoors and outdoors during the inspection. Upon arrival, there were 9 children school-age and both licensees present, which is compliant with the home license capacity and ratio requirements. LPA observed all required postings near the entrance to the home. Hours of operation for the facility are Monday – Friday 6-5:30 PM.

Adults over the age of 18 residing in the home are: Licensees Lisa & Jose and son Adrian. All adults residing in the home have Criminal Background Check Clearances. LPA's advised requirement for a negative TB test within one year of residing in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs reviewed facility roster (LIC9040) and fire/disaster drill log during todays inspection. The last fire/disaster drill was conducted on 06/12/2024, which is compliant with the six-month requirement for homes. LPAs observed a fully charged 2A10BC fire extinguisher, functioning smoke detector and carbon monoxide detector. Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time. The Licensee states that there are no weapons or firearms in the home.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Indoor areas of the home were inspected by the LPAs today and observed to be clean, orderly, and safe for the day care children. Off-limits areas inside the home include: Attached garage, laundry room, kitchen, dining room, living room, 3 bedrooms, master bathroom and hallway bathroom. There are no open-faced heaters in the home. Licensee has a screened in fireplace in the off limits area of the living room. LPAs observed sufficient age-appropriate materials, toys, and play equipment in the home. Drinking water is readily available for children via water dispenser in the refrigerator placed in a pitcher and cups are provided to the children at all times. The Licensee has a working telephone (cellphone).

The backyard area of the home was inspected. LPAs observed sufficient play-equipment and supplies for the children that are in good condition and age-appropriate. Off-limit areas outside of home include: side yard area and detached storage shed. No bodies of water were observed during today's inspection. LPAs observed 3 birds and 3 dogs all were caged or contained, out of reach of the children.

LPAs reviewed 5 childrens' files and all required documents were present. 2 staff files were reviewed all required documents were present except for an updated Mandated Reporter training. There is at least one staff member present with current CPR/First-Aid that expires 10/2025. LPAs reminded that training must be renewed by all staff every 2 years.

Supervision of children was discussed with the Licensees and they understand children must be supervised at all times. The Licensee states that he does transport children during the school year. LPAs verified both licensee's had valid driver's licenses. LPAs reminded Licensees that children should not be left unattended in parked vehicles. Vehicles should be equipped with properly secure passenger restraint systems.

During the exit interview, Licensees, Jose and Lisa, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.

Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the Licensees, Jose & Lisa Hernandez.

As a result of todays inspection, a deficiency was cited, see LIC809-D.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
