Licensing Program Analyst (LPA), Cortney Nelson, met with Site Supervisor, Rosa Hernandez, and Pajaro Valley Unified School District (PVUSD) Representative, Lisa Sandoval, for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by staff, Leila Moore, and toured both indoors and outdoors during the inspection. Facility is located on campus of Landmark Elementary School in Room 27.

Upon arrival, there were 3 staff members (2 associate teachers, 1 site supervisor) and 9 preschool children arrived at 1:00PM, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility. Hours of operation for the facility are Monday – Friday, 1:00PM-4:00PM. All fingerprint clearances for this facility are verified through Department of Education and PVUSD.

Lisa was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log during today’s inspection. The last fire drill was conducted on 2/25/2022 which is compliant with the six-month requirement for facilities. LPA observed a fully charged 3A40BC fire extinguisher, functioning smoke detector and carbon monoxide detector. Site Supervisor states that she currently has one child in care who require Incidental Medical Services and medication is properly stored out of reach of children, in a locked box, with the proper documentation. LPA advised that additional documentation indicating staff with certified Epi-pen training is included in IMS plan. Lisa states that all staff at facility have been trained by school district health nurse and will provide documentation for IMS plan at all PVUSD facilities.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Indoor areas of the facility were inspected by the LPA today and observed to be clean, orderly, and safe for the day care children. LPA observed sufficient age-appropriate materials, toys, and play equipment in the facility. Furniture, such as tables, chairs, and shelves, are in good condition and safe for children. The floors were clean and free of tripping hazards. Drinking water is readily available for children in the facility via water fountain in the room. Children’s bathrooms are clean, sanitary, and operable. Trash cans for solid waste have tight-fitting covers on, and are in good repair. There is a refrigerator for snack storage and snack menu is posted and available for parents. Because this preschool program is half day, there are no naps at this facility. There is a working telephone in the facility.

The outdoor area of the facility was inspected and observed to be fenced in. There is a waiver for facility sharing playground with preschool program, kindergarteners utilize playground 1:15PM-1:45PM and preschool from 3:30PM-4:00PM. LPA observed play equipment was in good condition, age-appropriate, and has sufficient resilient materials (tanbark) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Water is provided to children outside with water dispenser and disposable cups. Shaded rest area is provided by canopy.

9 childrens files were reviewed during today’s inspection and all required documents were present. 3 staff files (1 Site Supervisor, 2 Associate Teachers) were reviewed, immunizations are current and all required documents were present. Staff present have current CPR/First-Aid (Site Supervisor expires 3/2023) and current Mandated Reporter training (Site Supervisor expires: 8/19/2023). LPA reminded Site Supervisor that the Mandated Reporter Training must be renewed by all staff every 2 years.

The Site Supervisor understands that she shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPA reminded Site Supervisor that there shall be at least one person with valid CPR and First-Aid certifications on site at all times or present during off site activities, such as field trips.
