Licensing Program Analyst (LPA), Cortney Nelson, met with Site Supervisor, Mary Murillo, and Coordinator, Linda Orosco, for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by staff member, Teresa, and toured both indoors and outdoors during the inspection. The facility is located on the campus of Landmark Elementary School in classroom #27. Upon arrival, there were twelve (12) preschool-age children and two (2) staff members present, which is compliant with the facility license capacity and Title 5 ratio requirements. LPA observed all required postings near the entrance to the facility and the hours of operation are Monday – Friday, 1:00PM-4:00PM.

LPA reviewed sign-in/out sheets, PM preschool facility roster (LIC9040), and fire/disaster drill log during today’s inspection. Sign-in/out was observed to be completed with full legal signature and time of day. The last fire/disaster drill was conducted on 1/24/2023, which is compliant with the six-month requirement for facilities. LPA observed a fully charged 3A40BC fire extinguisher (last serviced: 8/2022) and functioning carbon monoxide detector. The facility has built in fire detection system. Mary states that she currently has a child in care who require Incidental Medical Services and LPA observed that the inhaler is properly stored, out of reach of children, with proper documentation. There are no weapons or firearms on the premises.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Indoor areas of the facility were inspected by the LPA and observed to be clean, orderly, and safe for the day care children. During today's inspection, LPA observed children engaged in eating snack, reading a story during circle time, and playing outside. There are sufficient age-appropriate materials, toys, and play equipment. Drinking water is readily available for children via water dispensers and disposable cups. Staff and children’s bathrooms are clean, sanitary, and operable. There is a working telephone in the facility.

The outdoor area of the facility was inspected and observed to be fenced in. The facility has an active waiver for shared use of the playground with kindergarteners on the school campus and LPA observed waiver posted and outdoor schedule did not include any commingling with kindergarteners. The facility additionally has outside time to commingle with special education program at the school campus. There is a drinking fountain located outside and shaded rest area is provided by canopy. LPA observed play equipment was in good condition, age-appropriate, and has sufficient resilient materials (tanbark) to absorb falls. No outdoor bodies of water were observed during today’s inspection.

Snack is provided through the Pajaro Valley Unified School District Food Program and food is stored, prepared, and served in a safe and healthful manner to the children. The facility offers a half day PM program and provides midafternoon snack to children. Linda states that snack is brought from the Landmark Elementary School cafeteria to the preschool. A menu is in writing and posted at least one week in advance, accessible to authorized representatives.

Five (5) children’s files and two (2) staff files were reviewed during today’s inspection and all required documents were present. Mary has current CPR/First-Aid that expires 3/6/2023 and Mandated Reporter Training that expires on 2/3/2024. LPA reminded Linda that both trainings must be renewed every 2 years.

Mary understands that she shall be on the premises during the hours the center is in operation and that children shall be visually supervised at all times. LPA reminded Linda that there shall be at least one person with valid CPR and First-Aid certifications on site at all times and observed that all staff present today have current certifications.

As a result of today’s inspection, no deficiencies were cited.

-Updated daily schedule to reflect outdoor play time for preschoolers (specifically for times of commingling with special education and indicate times that kindergarteners/preschoolers are using the playground per waiver requirements). Schedule should additionally be posted once updated.
