Licensing Program Analyst (LPA), Cortney Nelson, met with Site Supervisor, Rosa Hernandez, and Coordinator, Linda Orosco, for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by the Site Supervisor and toured both indoors and outdoors during the inspection. The preschool is located at Bradley Elementary School near the back of campus, in portable C28. There is another portable, S5, next to the preschool which is currently being used for staff administrative offices. Upon arrival, there were 12 preschool-age children and 2 staff members present, which is compliant with the facility license capacity and Title 5 ratio requirements. LPA observed all required postings near the entrance to the facility. The facility offers AM/PM half day program and the hours of operation are Monday – Friday, 8:30AM-11:30AM & 12:15PM-3:15PM.

LPA reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log during today’s inspection. Sign-in/out was observed to be completed with full legal signature and time of day. The last fire/disaster drill was conducted on 8/19/2022, which is compliant with the six-month requirement for facilities. LPA observed a fully charged 3A40BC fire extinguisher (last serviced: 9/2022) and functioning carbon monoxide detector. The facility is on a school campus and has a built in fire alarm system. The Site Supervisor states that she currently has a child in care who requires Incidental Medical Services and LPA observed that the child's inhaler is stored out of reach of children, in a locked box, with the proper documentation. The Site Supervisor states that there are no weapons or firearms on the premises.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Indoor areas of the facility were inspected by the LPA today and observed to be clean, orderly, and safe for the day care children. During todays inspection, children were observed to be working in small groups with staff members on various activities such as kinetic sand and art. Furniture, such as tables, chairs, and shelves, are in good condition and safe for children. The floors were clean and free of tripping hazards. Drinking water is readily available for children in the facility via water dispensers and disposable cups labeled with the children’s names. Staff and children’s bathrooms are clean, sanitary, and operable. There is a separate staff bathroom, not utilized by the children, which an isolated child can use if necessary. There is a working telephone in the facility.

The outdoor area of the facility was inspected and observed to be fenced in. During todays inspection, LPA observed a repair was completed for the blacktop surface near the playground structure for children. The blacktop had cracks resurfaced and areas repaired were caution taped off with cones to keep children out of the area. LPA observed preschool play equipment was in good condition, age-appropriate, and has sufficient resilient materials (tanbark) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by canopy and building overhang. There is a properly maintained sandbox and two (2) functioning sinks located outside for children's use.

Food is provided by the facility and is stored and served in a safe and healthful manner to the children. Facility offers half day programs and provides breakfast to the AM children and lunch to the PM children. The menu is in writing and posted at least one week in advance, accessible to authorized representatives. Food served to the children is provided by Pajaro Valley Unified School District food services. The food storage area has a mini refrigerator for any food items that may need to remain cold and is free of litter and rubbish. Equipment necessary for the storage and service of food is well maintained, clean, and sanitized after each use.

Six (6) children’s files were reviewed during today’s inspection and all required documents were present including current Physicians Report (LIC701) and Immunization Record. Two (2) staff files (Site Supervisor and Teacher) were reviewed and all required documents were present. Both staff members have current CPR/First-Aid that expires 3/2023. The Site Supervisor has current Mandated Reporter Training that expires on 3/2/2024. LPA reminded the Site Supervisor that both trainings should be renewed every 2 years.

Fingerprint clearances are conducted through the State Department of Education and County Office of Education for staff. Currently, fingerprinting clearance is also being associated to Guardian. LPA advised transferring prints for any staff that may be moved or transferred between sites.

Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The Site Supervisor understands that she shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPA reminded Site Supervisor that there shall be at least one person with valid CPR and First-Aid certifications on site at all times or present during off site activities, such as field trips.

Exit interview conducted and report was reviewed with Coordinator, Linda Orosco.

As a result of today’s inspection, no deficiencies were cited.

LPA request from Site Supervisor that an updated facility sketch (LIC999) is submitted with the following updates:
-Indicate number of toilets/sinks in facility
-Indicate exit # for doors to match with Emergency Disaster Plan (LIC610)
-Update outside of facility with storage shed and clearly indicate where the preschool building is located for outside sketch

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
