Licensing Program Analysts (LPA) Elizabeth Berumen conducted an unannounced random inspection to the home today. LPA met with Licensee, Silvia Castillo and explained the nature of today's visit to her. Entrance to the day care area is through the left side gate. LPA observed 11 day care children (2 infant and 7 pre-schoolers and 2 school age) her 10 year old daughter, and adult son (Ramon Castillo) who is her assistant. There are five adults living in the home; licensee, her husband, and three adult sons. Silvia's 10 year old daughter also lives in the home. Days and hours of operation are Monday - Friday from 6:00 AM to 6:00 PM. Silvia has current CPR & First Aid expiring on 02/2021.

LPA inspected the indoor and outdoor areas of the home during today's inspection. Silvia utilized the room addition and bathroom for her day care. The off limit areas of the home are 3 bedrooms, 1 bathroom, kitchen, living and garage. Off limit areas outside the home are detached sheds (2) in the backyard and right fenced of area of the backyard. The backyard is fenced. LPA reviewed the Child Care Facility Roster and obtained a copy. LPA reviewed fire disaster drill log; last practiced fire drill was June 11, 2019- last practiced earthquake drill was June 18, 2019. The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. LPA observed a barricaded wall heater, a fully charged 3A40BC fire extinguisher, working smoke detector, carbon monoxide detector and no bodies of water.

Detergents, cleaning compounds, medicines, and other items which could pose a danger if readily available to children are stored inaccessible to children. Silvia' son Ramon Castillo-Ruiz has 9 hand guns and a 11 sporting rifles. All weapons are stored in off limit bedroom. Storage areas for firearms and other dangerous weapons are locked. Ammunition is stored and locked separately from firearms; ammunition is stored in two locked creates. Pictures were taken during today's inspection. Licensee has a pet dog; LPA reviewed immunization's/shots.

Licensee completed mandated reporter, AB1207 compliant training on 10/29/2017. Assistant, Ramon Castillo Ruiz completed the Mandated Reporting training on 12/1/17. Licensee understands the course is to be renewed every two years.

LPA discussed Lead Safety Information (AB 2370). Chapter 676, statues of 2018, requires all child care providers, upon enrolling or re-enrolling any child, to provide the parent or guardian with written information. LPA provided Licensee with, Effects of Lead exposure flyer to handout to parents.

Safe Sleep was discussed: place infants on their backs when sleeping, use a firm sleep surface such as a mattress in a safety approved crib, keep soft bedding such as blankets, pillows, toys out baby's sleep area and ensure that pacifiers have nothing attached to them. LPA emailed Licensee link to access information.

LPA discussed with Licensee the violations that would result in an immediate assessment of civil penalty in the amount of $500. Licensee is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Title 22 Regulations, Online option to pay Annual License fee, etc.


Exit Interview was conducted. A copy of this report was provided to the Licensee at the conclusion of the inspection.

NOTICE OF SITE VISIT WAS ISSUED AND MUST REMAIN POSTED FOR 30 DAYS.

No deficiency cited.
