25 | Licensing Program Analyst (LPA) Elizabeth Berumen met with Licensee, Esperanza Rocha. LPA was granted access to the home by the Licensee. LPA conducted a 1 year required - case management inspection to the home. Licensee was cited on 01/20/23 for absence of supervision; a child left the family child care home without licensee noticing.
LPA also observed Licensee's son (Joel Rocha) in the home during today's inspection and ten (10) day care children (one infant, 8 preschoolers and 1 school age).
Joel Rocha is Licensee's assistant today. Licensee's father (Nacanor Castillo) was also present. Licensee states that her mother Jovita is living with her sister, Angelica Castillo who is also licensed for a family child care home. Licensee states there are five adults living in the home. Esperanza states her daughter, Mayra and husband, Troy moved to Bakersfield and no longer living in the back studio.
The Licensee was operating within her capacity and ratio requirements. LPA observed the required postings. Days and hours of operation are Monday - Friday from 6:00 AM to 5:00 PM.
LPA reviewed a current Child Care Facility Roster and Fire/Disaster drill log during today's inspection. The last fire/disaster drill was completed and documented on 07/06/23. The Licensee has the required vaccinations (MMR, Tdap). Licensee states that she declines the influenza vaccine. Licensee completed the mandated reporter training on 06/13/22 and understands she is to renew it every two years. Licensee's certificate for CPR and First Aid is valid and expires 01/30/2023. Licensee's son (Joel Rocha) completed mandated reporter on 01/28/23, has CPR & first aid expiring 12/2/2024, has immunization's against measles, pertussis and declined the flu vaccine.
LPA reviewed 6 children files; all had has LIC9224 - confirmation of receipt of licensing report for type A deficiency and office meeting on 02/15/23.
LPA toured the indoor and outdoor areas of the home during today's inspection. The Licensee has a working telephone in the home. Licensee provided her cell phone (831) 740-9236. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean, orderly, and safe for the day care children. |
