Licensing Program Analyst's (LPA) Elizabeth Berumen conducted a 1 year required inspection. LPA met with Licensee, Teresa Anaya and explained the nature of today's inspection to her. LPA observed Licensee's helper, Silvia Anaya Rocha and 9 day care children in the home during the visit; one infant and eight preschoolers.
Teresa Anaya states that there are four adults living in the home who are Licensees, brother in-law (Luis Ruiz Rocha), Teresa's nephew (Luis Rocha Anaya) Day-care hours are from Monday - Friday from 6:00 AM to 6:00 PM.

LPA inspected the on limit areas of the home. Teresa uses the bedroom near entrance for day care, living room and bathroom. Teresa identified the following as off limit
areas: 3 bedrooms, garage, hall closets and lower deck of the backyard. Outdoor play area (upper deck) is fenced. The upper deck has a gate that is properly installed to prevent children from having access to the man-made drainage canal in the back yard. Teresa has a working cell phone number.

LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean and orderly. LPA observed a fully charged 2A10BC fire extinguisher. LPA observed a smoke detector and carbon monoxide detector. No bodies of water were observed. Detergents, cleaning compounds, medicines, and other items which could pose a danger if readily available to children are stored where they are inaccessible to children. Licensee states there are no weapons in the home. LPA reviewed children roster. Fire disaster drill log was reviewed; last practiced drill was 05/16/2023. Licensee and Assistant (Silvia Rocha) has the required vaccines (MMR, Tdap, & declined the influenza vaccine). Teresa is current with her Mandated Reporter Training for Child Care Workers expiring on March 7, 2024. Teresa's CPR and First Aid expires on March 2024 LPA reviewed assistant file (Silvia Rocha), mandated reporter training expiring March 9, 2024, LIC 9108, LIC9052, tb test and CPR & First Aid, expiring March 2024.

LPA reviewed 9 children files and files were complete with the required forms. LPA observed 15 minute sleep checks for one children in care today.

Supervision of children was discussed with Teresa and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. The Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time with a qualified assistant present. The Licensee states that she does not transport children via vehicle; however, she understands that children cannot be left in parked vehicles unattended at any time.

Licensee states that she provides meals (snacks and lunch) to the day care children. Licensee understands that any food brought from home shall be labeled with each child's name and properly stored. Licensee has a first aid kit in the home which includes a touch less thermometer. Licensee understands that smoking is prohibited in the home. Licensee states that she does administer medications when required. Licensee states that a child will be isolated in the living room area if necessary due to illness or communicable disease.

LPA notes there is a waiver on file for body of water; man-made drainage canal. The feature was installed by the city to promote drainage and is accessible on the properly. The conditions of the waiver are:
1. There will be no standing/puddling water & drainage canal shall be kept clear of debris.
2. There will be direct supervision at all times during outside activities on the top patio only.
3. The metal mesh covering will be regularly inspected to ensure the covering is secure and does not pose a hazard or risk to day-care children.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Exit interview conducted and report was reviewed with the Licensee, Teresa Anaya. No deficiencies issued during today's inspection.

A Notice of Site Visit was given and must remain posted for 30 days.
